Investment Officer I/II

CalPERS seeks an Investment Officer II to work under the general direction of the Senior Portfolio Manager, Investment Compliance and Operational Risk. The Investment Officer II assigned to the position identified above demonstrates the CalPERS Core Values (Quality, Respect, Integrity, Openness, Accountability, and Balance), works well as a member of a team, and takes initiative in effectively performing the following functions:

The Investment Officer II applies investment industry experience and expertise to develop Request for Proposals (RFP), Contracts, Contract Amendments, Letters of Engagement (LOE), and other contract-related solicitations and documents for various asset classes within the Investment Office.  Duties include, but may not be limited to, the following: 

• Gather information from a variety of sources, including investment periodicals, market reporting services, trade magazines, and investment consultants to develop and maintain current knowledge of investment market conditions and trends to conduct in-depth analysis.  Analysis is used to develop appropriate scope of services, solicitation questionnaires, fee structure recommendations, and proposal evaluation criteria to ensure documents are technically aligned with Investment Office and program strategies and objectives.

• Uses knowledge and technical experience related to state government contracting laws and regulations to guide and advise Investment Office staff regarding contract processes and requirements to ensure compliance with state and departmental policies and regulations.

• Builds and maintains professional relationships with other CalPERS divisions; including the enterprise Contracts Management Section, the Legal Office, Fiscal Services, Information Security Office, and Office of Audit Services to successfully publish solicitations and execute contracts.

• Works with and provides subject matter expertise to external consultants to ensure all contract related documents are properly executed in accordance with state and departmental policies and regulations.

• Conducts formal and informal training, information sharing sessions, and provides various ongoing guidance to INVO staff, partners and stakeholders; utilizes investment contract knowledge to guide individuals and teams through the contracting process. Overall, helps to bridge investment knowledge and contracting knowledge with IPBS Division and INVO program areas.

• Reviews and analyzes required services and applies investment expertise and state government contracting knowledge to provide value-added recommendations regarding appropriate contract terms and conditions to be included in solicitations and contracts.

• Participates in contract terms and conditions negotiations, acting as subject matter expertise and contract facilitation and processing experience between vendors and program areas; assists in developing appropriate deviations.

• Partners with assigned Legal staff to ensure deviations are acceptable to CalPERS and offer appropriate risk level protection. 

• Prepares deviation justification memos and presents to senior management in collaboration with program areas, as needed.

• Reviews and analyzes new and revised state or departmental policies and procedures to assist in determining appropriate revisions to contract terms and conditions in order to mitigate any risks and ensure internal controls are in place.

• Provide leadership, including training, mentoring, project direction, and work coordination for seasonal clerk, contract analysts, and other contract investment officers to ensure complete coordination and successful execution of all contract-related solicitations and documents.

Minimum Requirements and Experience:

• Equivalent to graduation from college preferably with major work in business administration, economics, finance, mathematics, or a closely related field

• Three years of increasingly responsible investment analysis experience for a public agency or private financial institution, insurance company, pension fund, endowment fund, investment firm, real estate development and investment firm, or other private corporation or entity having a major investment management program

Desirable Qualifications:

• MBA or possession of an advanced degree in finance or another applicable technical field

• Professional certification such as a CPA, CFA, MFE, ASA/FSA

• Strong analytical skills with keen attention to details

• Excellent written and oral communication skills

• Ability to work independently and under short time constraints

• Microsoft Office experience; Word, Outlook, PowerPoint and Excel
