Primary Job Responsibilities Duties and Responsibilities: Generally functions as the assigned cost engineer on multiple small or medium projects or as the senior cost engineer on a large project or program. Key duties may include: Knowledge of the Operating Procedures for Project Controls Knowledge of the scope of work for the project Coordinate and monitor cost engineering activities and assisting in implementing required resources and systems to ensure availability of timely, accurate cost information and forecasts Facilitate cost portion of weekly project team meetings Monitor, analyze, and forecast all cost elements on the project, including changes Input or update budget information, expenditure information, and forecasts into the cost reporting system(s) Earned value analysis based on input from project leads Recommend corrective actions when necessary Develop and process of changes in the change management system. This may also include interface with the client Prepare and analyze revenue and cost for home office and field services, including margin analysis Have a basic understanding of the scheduling techniques and principles being used on the assigned projects Prepare and assist Business Development in the preparation of Proservices estimates for proposals Print and distribute technical and administrative reports, assembly of monthly report packages Other project controls duties as assigned Contributes to development of new techniques and standards; considered expert in organization. Develops processes that require innovation and ingenuity. Independently applies advanced techniques and analysis. Supervises and develops estimates for assigned projects providing consistent application of all standards. Coordinates requirements with Project Managers, maintains coordination of activities, and implements specific control procedures. Work performed with minimal supervision; has considerable latitude in determining objectives and approaches to assignments. Analyzes blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services, applying knowledge of specialized methodologies, techniques, principles, or processes. Reviews data to determine material and labor requirements and prepares itemized lists: Computes cost factors and prepares estimates used for management purposes, such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness: Conducts special studies to develop and establish standard hour and related cost data or effect cost reductions: Consults with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues: May specialize according to particular service performed, type of product manufactured, or phase of work involved, such as tool and fixture costs, production costs, construction costs, or material costs. Training and Experience 7-10 years of experience required, BA or BS or related experience. This position requires a minimum of 7 years experience in project controls. This should include one or more years on a project construction site. Technical Competencies: Good working knowledge of construction/field service processes and their inherent cost performance risks Proficient with computers. Proficient with spreadsheets, word processing and database software Knowledgeable in the overall functions and use of commercial and/or proprietary project controls systems including the resources requirements and training required for their effective use Proficiency in cost engineering principles and methods including: * Budgeting and Forecasting * Change Management Systems / Procedures * Work Breakdown Structures * Earned Value Systems * Contingency / AFU Development * Benchmarking Skills: Proficient experience utilizing Project Control Systems. Capable of communicating with the project controls team to ensure complete understanding and fulfillment of project/program objectives Capable of effectively communicating with all levels of project management and the client. Able to identify potential problems and elevate these to the appropriate level(s) of management Able to make oral presentations to Jacobs and Client management Good planning and organizational skills Basic interpersonal skills Other Essential Functions Accountability: Accountable for accurate project controls management for monitoring, analyzing and forecasting of all project cost elements and timely and accurate document production. Authority: Identify key cost and progress issues to project, project controls and operations management to allow timely corrective action.
