Directs all phases of projects or subsystems of major projects from inception through completion and acts as primary customer contact to meet project objectives. Participates in or develops mechanisms for establishing, monitoring, and integrating project elements, including scope, work statements, schedules, resources, costs, risk, quality, procurement, product configuration, and communications concerning both change management process and decisions by project managers, line managers, and customers to meet company business objectives. Coordinates the operational aspects of ongoing projects and serves as liaison between project and team, finance, planning, scheduling, and line management. Uses historical and forecast data to perform trend, earned value, and variance analyses and risk assessments in order to develop plans or make recommendations for change. Incorporates changes into project control systems to maintain work statements, cost, and schedule baselines. Formulates and recommends corrective action measures such as work requirements, schedule revisions, manpower adjustments, and fund allocations. Interfaces with customer, industry, and government representatives.
Requirements:
Apply knowledge of change and configuration management processes to ensure compliance with the project plan. Apply knowledge of project life cycles of operational products or services including organizational infrastructure and life cycle stages of planning, organizing, staffing, executing, and controlling the project, in choosing appropriate project management tools and techniques to obtain project goal. Ability to apply the project management methodology to provide integrated decision support regarding project cost, schedule, and quality. Ability to provide project performance analyses such as earned value. Ability to use historical and forecast data to perform trend analysis, earned value analysis, variance analysis, and risk assessments as appropriate and necessary, and to develop plans or make recommendations for change. Ability to formulate and recommend corrective action measures (e.g., work requirements, schedule revisions, manpower adjustments, fund allocations, etc.).
