The Accountant III typically performs a Bureau’s most responsible accounting-related functions and has a substantial impact on the integrity of Bureau systems of accountability and/or management decision making. This position is responsible for a Bureau’s major external accountabilities and/or for financial analysis significantly relied upon for its accuracy by Bureau/City management in decision making. The Accountant III may provide lead direction and training to office support and accounting staff.
The two current vacancies are in The Office of Management Finance; one in Technical Accounting and the other to be shared equitably by Operational Accounting and Technical Accounting.
Technical Accounting:
The Accountant III in Technical Accounting is responsible for analyzing and understanding the effects of various transactions within SAP and their impact on the general ledger and all other system modules, SAP Business Intelligence (BI), SAP Business Objects (BOBJ), and supporting databases. This Accountant III is also responsible for understanding, recommending and testing particular configurations of the systems that affect all aspects of processing and reporting; conducting policy research; understanding and making recommendations for new SAP requirement changes with the Enterprise Business System (EBS) Support Team. The Accountant III will effectively test, analyze, and implement changes, and triage issues in SAP as they arise. Processing and reporting requirements are highly complex and rigorous, and improving daily processing, ongoing reconciliations, and monitoring is required. The Accountant III in Technical Accounting is responsible for application of governmental GAAP and for understanding, analyzing, evaluating, and documenting internal controls in the new ERP system environment. This position is also responsible for understanding the reasoning behind procedures and processes and for cogently explaining and documenting those reasons; taking the initiative to analyze what appear to be unusual, inconsistent, or aberrant results or processes; and for providing efficient, accurate, and timely reconciliations, analysis, and reports internally and to the independent auditors. Positions in Technical Accounting work significant overtime hours and must work with a high degree of independence within a cohesive team.
Duties in the Technical Accounting area will include preparation of journal entries, monthly reconciliations, and preparation of audit schedules. The Accountant III will also perform analysis and prepare the pro-forma and final financial statements for the CAFR; perform analysis and prepare reconciliations for other balance sheet accounts in preparation for development of related Notes to the Financial Statements; and assist with data analysis and other tasks associated with the implementation of new GASBs. Operational Accounting:
The Accountant III position in Operational Accounting will provide support to the Technical Accounting area during the CAFR and audit cycle (approximately July through December) at 100% capacity. During non-CAFR and audit time, the position performs a bi-weekly check run review, set up and/or maintains vendors, 1098/1099 production, audit schedules, year-end purchase order listing, document clearing, and check cancellations.
