Accounting Budget Analyst

with Ex/Internal Audit Experience

There are approximately twelve external audits per year, must have heavy auditing and budgeting experience. Under the direction of our Assistant CFO, he/she will lead the budget process and internal auditing relating to the county budgets for all 5 corporations and their programs. Develop extensive analysis in preparation for these budgets; including key assumptions, staffing plans, staffing ratios, general operating expenses UOS, client census and service intensity. Prepare and analyze Drivers and Allocation Models for budgets, charges between companies and audits. Analyze LA County‘s year-end 630B and 701UP report and prepare schedules tying this data into the MCA report in preparation of the cost report.  Prepare the MCA (billing and cost) reports and analyze the spending patterns, census, average cost per client and the 75% limitation levels by sub-program. Prepare negotiated packages as needed and the semi-annual Personnel Item Control Walk-Thru Budget VS Actual report. Prepare Audit Binders (account analysis, bank reconciliations, required audit schedules, and audit notes) for each corporation in preparation of the annual Good and Flower audit.

 

Must have experience in all financial functions including general accounting, auditing, budgeting, payroll, account receivables payable, bank reconciliation, financial reporting and analysis, billing and county billing interface.  Review the monthly LA County Provider Unit Reimbursement Report and compare it to the MCA Report and the outstanding Cash Advance balances.

Minimum Qualifications:

Education and Experience

«  Bachelor’s degree in business administration with an emphasis in accounting, CPA Preferred

«  5-7 year’s professional accounting experience including exposure to financial reporting, budgeting, general accounting, accounts receivable and payroll, preferably in a behavior health setting

«  2 years management experience

«  Knowledge of LA County Behavioral Health Systems preferred

«  Demonstrate knowledge and experience with Medi-Cal and Short-Doyle reimbursement and MS Access, Excel and other general ledger systems

«  Knowledge of county MIS computer system, preferred

 

Specialized Skills

«  Provide extensive database analysis of old claims from prior year audits by downloading the county and/or state data from Access to Excel and then tracing the individual claims in LA County’s MIS or IS system

«  Prepare the monthly SVAC, and VSCFS Cost Adjustment schedules

«  Reviews and update Accounting Policy and Procedures and reviews all year-end cost reports before they are finalized

«  Assist with preparation of monthly financial statements for each program by the 15th of the following month

«  Prepares reconciliation of assigned general ledger and bank accounts: A/R, A/P, Prepaid Expenses, Payroll, Fixed Assets, Accrued Expenses, Inter and Intra-Accounts

«  Audit A/P and the Detailed General Ledger income and expense accounts for unusual items and coding errors

«  Post monthly audit entries to general ledger and reconcile balances

«  Prepare ad hoc budgets and cost analysis for operations as needed

«  Ability to interact and communicate effectively both verbally and in writing

«  Demonstrate knowledge and experience with Medi-Cal and Short-Doyle reimbursements

 

License or Certification

«  Valid California Driver’s License and flexibility to drive to meetings for Star View as needed
