Action Officer - Pentagon - Top Secret Clearance Required Essential Job Functions As a Headquarters, Department of the Army (HQDA) action officer, responsible for the assisting the DA program manager in managing the DACP/G Program. Establishes and implements realistic requirements and standards, including uniforms, police equipment, physical agility testing, medical screening, and professional training for civilian police and guard forces tasked with protecting some of the most critical assets in the US Army inventory. Maintains liaison and works closely with key personnel associated with civilian police training at the U.S. Army Military Police School, HQDA, Office of Personnel Management, and other agencies employing civilian police. Represents the Physical Security Branch at meetings and conferences held to resolve problems associated with civilian police training. Conducts staff assistance visits to MACOMS in support of Army security programs. Evaluates and monitors program effectiveness and recommends corrective actions and improvements. Responsible to compose correspondence and other written material in response to Congressional inquiries and other request for information from senior DoD and DA level officials. Responsible to prepare for, set-up and facilitate two Semi-Annual Working Groups for the DACP/G Program. Responsible for all coordination with USAMPS LE Branch and the DAC Police/Guard Academy, as well as Regional Academies. Performs other duties as assigned. Experience in the management of Army Physical Security and Force Protection Programs; familiarity with Army Security Regulations, DOD Security Directives and AR 190 series. Demonstrated functional experience in Army staff work at the Brigade or higher level. Must be able to successfully work independently with little or no guidance or supervision. Ability to handle multiple projects at once in a fast paced energetic environment. Experience in the management of Army Physical Security and Force Protection Programs; familiarity with Army Security Regulations, DOD Security Directives and AR 190 series. Serves as technology expert on delivering technological requirements such as server, desktop, local service, Local Area Networks, Wide Area Networks, data centers, mainframes, medium sized server configuration, and backup services to meet business needs. Provides technical expertise and guidance; participates in design reviews; validates technology approach and associated work products on medium sized projects to ensure adherence to company guidelines. Conducts cost analysis studies to determine feasibility of various approaches. Captures technical requirements and defines technology solutions; creates the conceptual, logical and physical design of the solution to ensure appropriate technology is acquired and implemented. Works with team members, on-site consultants, partners, companies, third parties, and clients to define, develop and deploy technology solutions. Assists client in defining strategic technology direction for solution. Provides input in selecting business application packages and vendors. Evaluates technologies and determines strengths and weaknesses of technology architecture, implementation and suitability; recommends solutions to ensure consistency with the company vision. Works on project life cycle from requirements through design, implementation, and support to ensure implementation of appropriate technology in every stage. Researches technological advancements to ensure that information systems are continuously improved and aligned with industry and company standards; designs and provides updates to standards to enhance company solutions. May collaborate with and provide direction and guidance to other systems analysts/programmers and may act as a Project Leader. Assists in increasing the productivity and effectiveness of the organization by defining standards, best practices and promoting reuse as it relates to technology. Candidate must have Military Police experience (either previous or current) Candidate must have Top Secret Security Clearance, or higher. Qualifications Basic Qualifications Bachelor's degree in criminal justice, security management or related field. Seven or more years of experience in product integration, or equivalent. Bachelor's degree or equivalent combination of education and experience Bachelor's degree in computer science, business administration, or related field preferred Nine or more years of technical consulting or computer science experience Experience working with technology industry and architecture Experience working with technical products, vendors, and families of technology Experience working with mainframes, scheduling software, and other related technologies Experience working with project management methodology such as Catalyst including budget development, project planning, control and assurance methodologies, project management software and finance and accounting knowledge Other Qualifications Demonstrated functional experience in Army staff work at the Brigade or higher level.
