The Chief Engineer is responsible for technical leadership and the mentoring of a world class engineering team in support of IBM's activities with a specific Account Industry teams (i.e., Healthcare, Homeland Security, Army, Navy, Marines, Air Force, and other DoD Agencies). The Chief Engineer takes direction from the Account/ Industries Services Organization and has day-to-day responsibility for bringing resolution to new business, services delivery and engineering technical issues, including: new business opportunity development, proposal responses, asset development, system design, software development, and reliability and test engineering. The position is both billable, MOS and BP. The candidate will assist Management in building and executing account plans to achieve specific business and operational goals. The candidate will assist Program Managers in building and executing effective risk management plans, engineering plans, and independent assessment at all technical reviews, as well as, ongoing design improvement strategies. The candidate will be responsible for technical resolution of engineering issues while taking in account cost and schedule constraints. The candidate will work on multiple projects in parallel and provide cross-program coordination and guidance of system architecture, design and program planning and execution.
The candidate must be a strategic thinker - visionary and yet pragmatic and results focused - and a structured problem solver who must have 10 years of system engineering, IT architecture and design experience within the DoD mission or information technology areas. Also essential are skills in client relationships at the executive and peer levels, leading mixed discipline and organization teams of up to 100 people, and achieving the goals and objectives for the design, production, management, and maintenance of reliable systems within cost and time constraints.
