Job Description Job Description The Cost Engineer II is responsible, under general supervision, for providing budget, commitment, invoice and cost forecasting support for assigned projects. The successful candidate will have proven cost engineering experience with complex, multi-phase, multi-million dollar airport construction and/or renovation projects. Job Duties The Cost Engineer duties include, but are not limited to, the following. - Monitor budgets for assigned projects. - Prepare detailed computer generated cost reports, charts and diagrams. - Provide analysis and review of cost/budget expenditures. - Maintain cost control reports. - Promptly report anticipated cost overages or other unsatisfactory cost elements. - Maintain liaison with Data Processing in developing support for network calculations, printouts and cost reports, and other cost related services - Review and analyze sub-contractor invoices for accuracy, earned to date values and legitimacy of charges (PA authorizations, ODC validation, task order NTE values, etc). Assign job costing reports to allocate these expenditures against the appropriate WBS to ensure that both commitments and expenditures follow the same allocation methodology. - Perform cost-to-complete analysis for all cost elements within a project taking into consideration staffing plans, contract commitments, expenditures to date, change orders and trends. - Attend project meeting to provide Project Management with current financial information and trend log regarding potential impacts to project budget or forecast. - Provide progress reporting documents and briefing materials as required. Develops creative reporting tools to communicate complex project sequencing and/or progress assessments. - Review contractor and sub-consultants task orders to ensure necessary budget and/or contract capacity exists. - Analyze bid award values against current budget and prepare reconciliations to include in the current forecast at completion. - Analyze change order values against current budget and prepare reconciliations to include in the current forecast at completion. - Update contract commitments, reconcile and analyze actual expenditures, perform budget transfers, monitor trend status and maintain continuity of WBS structure in Prolog. Job Qualifications - Ability work with others, a self-starter with results-driven focus. - Capability to assume additional responsibilities. - Proven accuracy, reliability and completeness in job accomplishment. - Demonstrated success on the job, as evidenced by satisshy;factory performance, acceptance of responsibility and growth in previous position. - Effective oral and written communication skills, with an ability to communicate complex issues to a non-technical audience. - Demonstrated ability to understand technical and complicated construction program and the ability to communicate progress to both technical- and management-level personnel. Hardware / Software Knowledge - Microsoft Office required, e.g. Excel, Word, Powerpoint, etc; - Large-scale cost reporting systems required, Prolog experience is highly desirable.; Professional Experience Level - 5-years cost engineering experience at least 2-years in direct support of an active construction project, preferably terminal related construction and/or renovation. - Demonstrated experience managing and reporting the cost components of large-scale, complex projects. Experience with Design-Build and Construction Management at Risk delivery methods is desirable. â??â??â??â??â??â??â??â??â??â??â??â??â??â??â??
