We have an immediate and exciting career opportunity for a season IT leader to join UHG IT.

As part of the Constituent and Clinical Technology Services (CCTS) organization, this individual will be accountable for managing business demand across multiple segment portfolios spread across each of the three CCTS divisions. Location should be based in Hartford, CT or Golden Valley, MN.

Responsibilities will include the coordination and intake of IT Program / Project requests across the three major CCTS divisions (Government Commercial, Clinical Services Delivery and Constituent Portals) and facilitating an ongoing capacity planning effort to align segment demand to available CCTS capacity. In 2012 it is expected that the CCTS portfolio of demand will exceed $150M. The scope and breadth of this role will require a mature, capable leader with a history of building relationships, creating innovative ideas and of course a track record of solid performance.

Specific responsibilities will include:

Maintaining an 18 - 24 month rolling portfolio of demand across each of the three CCTS divisions and corresponding department codes.

Proactively understand the pipeline of future demand before it manifests itself into mature demand and the future impact of that demand on CCTS capacity.

Reconcile and identify synergies in demand (i.e. overlapping demand from multiple business segments) while optimizing demand and capital spend where it makes the most sense.

Working with department code owners, determine adequate reserve capacity when deemed necessary.

Gathering portfolio performance data for key CCTS leaders and Segments, analyzing the data and creating executive level reporting as necessary.

Examples include:

Supply Demand, Planview Accuracy, Requirements Maturity, Estimation TATs, Project Cancellation and Deferral Rates, Project Backlogs, etc.

Building relationships with OCIO Portfolio Managers and when necessary key business leaders to identify and map new or diminished IT demand to applications within the CCTS org.

Engaging with appropriate OCIO and business partners to translate business programs into IT programs in a timely manner.

Partnering with CCTS Application Leaders to determine funding and budget requirements, timing and resources for projects.

Partnering with other ADG Intake Managers to determine how best to leverage ASG capacity as it becomes available.

Partnering with the EPMO to drive issues, risks and delays at the Program level.

Navigating processes for funding and execution of programs with UHG IT department code owners.

Participating in the evolution of work intake and demand management processes.

Working with Program and Project Managers to ensure that programs / projects are delivered on-time, on-budget, on benefit and on-quality (and intervening to resolve issues as required).

Participating in resource management discussions including IT resources, business resources and vendor resources.

Facilitating regular on-going portfolio performance review meetings with leaders.

10 + years experience in developing IT solutions to business problems

8+ or more year's experience blending business analysis, project/program management and a consultative approach to enterprise resource management.
8+ or more year's experience in the delivery of technology solutions
5+ year's or more prior success building collaborative business partner relationships across a complex, large organization at the Director, VP or C level.
Deep working knowledge of how business and IT organizations interact and operate together
Demonstrated knowledge of the entire SDLC
Program and project management experiences
Experience with capital planning process
Ability to translate a business agenda into technology terms and vice-versa
Demonstrated influencing and negotiation abilities
Proficiency with PowerPoint, Word and Excel (including creating pivot tables preferred)
Experience creating business cases and involvement in capital planning / investment decisions
Ability to build trust and long-term relationships across both business and IT constituents
Prior success building effective and collaborative relationships within a highly matrixed environment
Experience leading diverse resources across multiple programs simultaneously
Prior experiences delivering on change agendas
Excellent verbal and written communication skills
Diplomacy and the ability to manage uncertainty
Process mapping and process improvement / redesign experiences (using Visio) desired
Prior portfolio management experiences preferred
Experiences within the health care industry, including knowledge of Provider business flows desirable
Prior experience building a start-up organization
Bachelor's degree in related area or equivalent experiences, advanced degree preferred
