DESCRIPTION/QUALIFICATIONS:

Perform basic appraisal work on assigned residential properties to include inspection and data collection.  Continue training in the application of appropriate valuation procedures and techniques in order to exercise broad discretion regarding appraised values.  Will represent the chief appraiser and the district in the informal and formal protest hearing process.

EDUCATION AND EXPERIENCE:

v  College degree required; major in Real Estate or Finance preferred. In certain circumstances the college degree requirement may be waived for an individual with:

Ø  an RPA and current active registration with the Texas Department of Licensing and Regulation.

Ø  a residential or general appraiser license currently active with the Texas Appraiser Licensing and Certification Board.

Ø  five or more years of active appraisal experience within the last ten years of the date of application.

Ø  for applicants who are currently employed by the Harris County Appraisal District and were hired on or before January 1, 2012, two (2) or more years of experience at the appraisal district and 60 hours of college credit.

v  Ability to communicate effectively, orally and in writing, and to perform mathematical tasks associated with appraisal.  Testing will be conducted for writing and math proficiency.

v  Ability to accurately classify property by characteristics and to record observations via handheld laptop.

v  Experience in the use of a personal computer and the Windows operating system.

v  Ability to learn and operate computer programs for appraisal use.

v  Ability to work effectively both independently and with others.

v  Ability to organize and plan work effectively.

v  Commitment to providing exceptional public service.

v  Must register with the TDLR and have attained or working toward a TDLR Appraiser License/Certification.

v  Position requires use of personal vehicle.  A valid Texas driver’s license with proof of liability insurance is mandatory with a verified acceptable driving record. 

Physical and Mental Abilities:  Must have sufficient mobility to visit property sites that may feature rough terrain and to work outdoors in unfavorable weather conditions.  Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps.  Must be able to lift up to 50 pound file boxes.  The position requires considerable concentration, creativity and ability to manage time effectively.  It is subject to stress caused by a changing public environment, diversity in the organization, mandatory deadlines and heavy workload.  Requires the ability to operate office equipment and communicate on the telephone and face to face.  Requires the ability to ask questions that will bring forth the information needed to make sound decisions.

SALARYThis position is classified in Salary Group 15.  The starting salary for this position is $36,922. 

NOTEEntry-level appraisers are normally hired as an Appraiser Trainee II in Salary Group 14 with a starting salary of $34,615.  Upon satisfactory completion of a six (6) month internship, the trainee is promoted to an Appraiser I.
