In support of the care delivery strategic vision for KPMAS in coordination w/ the MAPMG Physician in Chief for the Medical Center, ensures that the health plan is appropriately effectively aligned resourced to implement high quality care to the KPMAS membership. Has direct accountability the Health Plan supporting functions necessary for: consistent delivery of high quality care; cost effectiveness/appropriateness of care provided; overall member satisfaction, effective labor relations the on-going growth development of HP capabilities capacity. Essential Functions: - Partners w/ Area Physician in Chief (PIC) to provide strategic planning, decision making direction to ensure quality programs provide a cost effective integrated delivery system. Models the KP partnership in all leadership activities. - Develops area Health Plan infrastructure, standards, policies procedures to optimize performance financial results. - By working w/ local regional financial planning staff, PIC VP HP DSO, develops, monitors evaluates operating capital budgets to ensure optimal financial performance. - Is accountable for performance of HP across all areas of the Medical Center Operations. Analyzes reports on the status of MOBs, functional services care provided outside the KP system regarding budgetary, service tactical deployment of strategic initiatives. Provides counsel, assistance direction to center department leadership on financial operational performance. - Utilizes effective performance management processes to ensure high performing leadership staff in all areas of the Medical Center. - Supports MAPMG in providing effective efficient ways to maximize internalization of care access to our own services. - Oversees Health Plan functions that support appropriate use of hospitals, SNFs other outside providers in coordination w/ Contracting, UM, MAPMG other stakeholders. - Develops implements programs services that support achievement of established patient satisfaction targets. Recognizes member patient service as a critical market differentiator models customer service in all interactions. - Works w/ regional quality leadership to insure that the performance of care delivery is measured against quality goals stards including NCQA, HEDIS, MDQR local reporting or regulatory agencies. - Engages in delivery system planning activities including operational delivery models, facilities master planning, expansion planning, network models hospital strategy. - Ensures that HP Operations is accountable organized to oversee own implementations of new facilities, new services other improvements w/in the Medical Center. Accountable for HP assets w/in the Medical Center. - Hires develops highly skilled qualified direct reports. Provides leadership development opportunities counseling for direct reports other potential delivery system leaders. - Creates positive constructive relationships w/ labor partners; achieve a thorough understanding of the National Bargaining Agreement/local contracts the role of the regional Labor Management Partnership Council to effectively operationalize the spirit intent of the Partnership. Secondary Functions: SUPERVISION EXERCISED - Directly supervises Service Line Directors Facility Operations Directors SUPERVISION RECEIVED - Supervision is received from Vice President HP Delivery System Operations Qualifications: Basic Qualifications: - 10 years of successful health care business management experience required. - 7 years of experience managing direct reports required. - Bachelor's degree in nursing business administration, health care administration, public health or related field required. - Master's degree in business administration, health care administration, public health, or related field required w/in 18 months of hire. - Strong written verbal communication skills required. - Requires initiative, creativity, the ability to be a self-starter to juggle multiple complex projects simultaneously. - Demonstrated ability to work effectively build relationships w/ senior management physicians required. - Demonstrated organization, facilitation, communication, presentation skills required. - Ability to successfully manage a highly matrixed complex health care delivery system required. - Demonstrated experience in quality improvement, outcome measurements business or operations analysis required. - Travel 50% of the time required. Preferred Qualifications: - Experience in a health care environment w/ integrated health care delivery systems, inpatient, ambulatory ancillary services preferred. - Experience in a managed care environment preferred. - Clinical experience knowledge preferred. - Skill experience working in a labor Management partnership environment preferred.
