Business unit information

Corporate Properties Buildings is The City's corporate accommodation planner, property and real estate manager. We plan, design, build and operate leading edge facilities and acquire land for critical infrastructure for municipal purposes. This includes vital land and buildings for transportation, emergency response stations, operation sites and administrative buildings. Responsibilities

Reporting to the Leader, Asset Management Strategy, the Asset Management Lead supports the delivery of all aspects, or in some cases specific phases, of the business unit's Asset Management Program, to all asset managing divisions across the business unit. The initial focus will be on the financial reporting requirement associated with Public Sector Handbook (PS 3150) to ensure compliance with legislation and The City's Asset policies. The position will lead a team supporting the business unit's asset stewards in fulfilling the reporting obligation of tangible capital assets within the context of developing, implementing and sustaining linkages between Asset Management and financial reporting on the asset base. Responsibilities include:

      Lead business unit process change and consult, advise, coach and mentor all asset managing divisions across CPB in order to implement best practices for Tangible Capital Asset reporting.

      Create improvement and implementation plans for the divisions on the practice of financial reporting on the asset base.

       Lead and oversee multiple projects and activities, including risk assessments and analysis, performance measures, cost base analysis and reporting within the business unit's overall Asset Management Program.

       Establish linkages between Tangible Capital Assets and CPB's Asset Management Program by creating business rules, processes, and standard operating procedures for asset managing divisions across the business Unit.

      Manage staff and supervise external consultants for the implementation and sustainment of all aspects of the Tangible Capital Asset planning and reporting framework.

       Assist in the development and documentation of CPB's asset reporting strategies and drive improvements in the data processes for Tangible Capital Asset reporting.

       Lead competency reviews of staff assigned to asset management activities and make recommendations for staff training.

       Research best practices and recommendations from other municipalities.

 

Qualifications

The successful applicant must possess a degree in Accounting, Engineering, Business, Commerce, Economics or a related field, with a minimum eight years of experience in advising on industry asset management best practices and their applications, change management and/or applying business principles and project management. Intermediate to advanced proficiency in Microsoft Office Excel is required, and knowledge of PeopleSoft Asset Module (PSAM), Computerized Maintenance Management System (CMMS) (i.e. InforEAM), RIVA and GIS is considered an asset. Success in this position requires strong leadership, communication and facilitation skills accompanied by the ability to consult, negotiate and influence with tact and diplomacy while building trusting relationships.
