Assistant Director, Treasury Operations recruitment
The University of Illinois seeks an Assistant Director, Treasury Operations to oversee and participate in projects, programs and other financial activities in conjunction with overall operations and investment services administered by Treasury Operations to successfully achieve established University and departmental objectives/goals, and ensure daily operational needs are met. Other duties include:
1. Oversees and participates in the development of RFP’s related to Treasury Operations and other University units as needed. Manages contract approval process and coordinates implementation.
2. Provide support to the Office of Investments in the monitoring of fixed income portfolio risks within and across fixed income managers.
3. Research and recommend fixed income, equity, alternatives and other portfolio analytic and monitoring solutions (available from current or new providers). Work with investment team and consultant to establish and monitor risk management procedures consistent with University investment policy.
4. Collaborate investment team to ensure best practices are followed for consistent investment manager monitoring and due diligence. Participate in investment management monitoring and due diligence activities. Research and recommend due diligence monitoring systems and procedures.
5. Act as an internal expert in various alternatives for investing daily cash (MMFs, overnight repos, bank deposits, CDARS). Participate in cash and investment meetings where alternatives are discussed and recommended asset allocations are developed.
6. Engage in professional educational activities relevant to institutional investment management and risk controls. Develop expertise in monitoring overall progress and analyzing related investment or financial data.
7. Work with external consultant(s), Treasury Operations leadership, and staff to develop framework for evaluating counterparty risk across product offerings (debt, investments, banking, cash management). Attempt to develop framework that will assist in assessing risk of over-concentration of services from a single provider.
8. Assist University of Illinois related organizations with investment management activities upon request (Foundation, Alumni Association). Serve as a liaison with other University and departmental offices to facilitate investment activities, reporting and related functions. Develop and maintain effective working relations that align with overall Treasury Operations objectives and goals.
9. Oversee the planning, development, and administration of special projects, including RFPs, and strategic initiatives related to investments or Treasury Operations programs. Create status reports to monitor program performance, risks and ensure programs are effectively meeting established University and departmental objectives and goals.
10. Become knowledgeable of investment portfolio management strategies and Treasury management practices being employed by University’s peer group and attend peer meetings as appropriate.
11. Initiate and prepare special reports and studies on investment topics which may include: researching and interpreting applicable information/data; gathering and researching relevant materials; and assessing options to develop presentations or reports to recommend an appropriate course of action.
12. Serve as a resource with state and federal laws and other regulations impacting the University’s investment activities. Become fluent in University’s investment policy.
13. Assist Director of Treasury Operations, Director of Investments, and SAVP with fulfilling information requests by senior management, and work with leadership from Treasury Operations units to establish and monitor investment or other Treasury goals.
14. Consult with University and departmental officials about current trends and best practices related to computing, business, and other support needs to ensure the effectiveness and efficiency of operations and services administered by Treasury Operations.
A Bachelor’s degree in finance or related field and three years’ professional experience in finance, banking, or investment project design, execution, and management; three years’ experience with audit compliance or risk assessment is required. Other requirements include: knowledge of investment asset classes and background in banking, investments, or finance; strong verbal and written communications skills to effectively present information, and respond to colleagues and others seeking guidance and/or clarification about departmental operations and services; ability to identify and implement business strategies that successfully meet operational needs; ability to prepare business and financial documents that are clear, concise, and produced in a professional manner; ability to interpret, apply, and/or develop policies and procedures; excellent analytical, research, and organizational skills to address/resolve complex issues; ability to develop and maintain effective work relationships; demonstrated teamwork skills; ability to work independently, and to exercise good judgment and discretion in handling confidential and sensitive information and proficiency with Microsoft computer programs/applications and with spreadsheet, presentation, and database software. Progress towards CFA Charterholder designation is preferred.
