DPS is a financial strong and dynamic organization that provides comprehensive construction and engineering solutions to federal government customers in both existing and emerging markets. We are seeking an experienced and highly competent individual to direct, manage and successfully assist and execute complex federal construction projects construction operations at Malmstrom Air-Force Base.

SUMMARY:


Plan, develop, coordinate and assist in managing onsite construction activities for a variety of construction projects.  Participate in construction planning; interpretation of contract documents and specifications; assist in preparation of construction schedules, subcontracts; submittals, work plans; resolution and documentation of construction conflicts.

ESSENTIAL FUNCTIONS:


•           Interacts with Project Manager on all aspects of project, from inception to close-out

•           Reads, understands and implements specific sections of specifications, drawings and plans

•           Organizes, prepares and monitors technical proposal bid processes

•           Prepares bid bonds, payment/performance bonds, applications for certificates of insurance, consent of surety

•           Monitors solicitations and amendments using FedBizOps and/or other marketing sources

•           Reads, understands, executes and prepares contract award for submission

•           Interacts with government and/or private sector regarding modifications to the contract

•           Attends pre-construction meetings

•           Monitors and updates current contract log and quote log

•           Organizes, prepares and monitors submittal process with subcontractors/owner

•           Prepares, issues and monitors subcontracts; Understands and identifies all construction phase codes

•           Ascertains all administrative needs prior to Notice to Proceed

•           Monitors certified payroll for compliance with subcontractors organizes and prepares for submission to government/owner

•           Prepares, generates and submits billing information to accounting department and government/owner; Monitors final bill from government/owner

•           Research and prepares project past performance information for close-out; follows through with project evaluation from government/owner

•           Enter data or information as required utilizing WEBCm and RMS software.

•           Office duties to include; answering phones, ordering supplies, etc

•           All other duties as needed.

QUALIFICATIONS:

 

• Bachelor’s degree in Construction Management or related technical degree preferred

• Microsoft Office and Scheduling software.

• 5 years experience in Federal Government Construction programs and projects.

COMPETENCIES:

• Represent company, project and/or department during A/E, client and project management meetings. Interface all on-site departments as required to resolve problems, ensure timeliness of construction, etc. in support of overall project schedule. 

• Experience with personnel planning and administration, work assignments, employee development and monitoring employee performance and feedback.

• Experience with Government, Military projects a plus.

• Self-starter with strong analytical skills willing to work in a multi-disciplined construction department.

• Possess strong interpersonal skills and have the ability to communicate effectively in all settings. Insure project construction activities comply with company and contract requirements and support overall construction schedule.
