Job Function:
- The Assistant Property Manager-Subsidized (Northeast) is responsible for supporting the site Property Manager in the day to day operations and the fiscal management of their designated government-housing site(s).
- This position carries many of the same duties and responsibilities of the Property Manager's position.
- Direct and/or indirect supervisory responsibility for the property operations.
- This position will report directly to the Property Manager, District Manager and indirectly report to the Vice President of Property Management.
Duties Responsibilities:
Specific areas of responsibility include, but not limited to:
- Prepare, review, and approve all applicant certifications and resident re-certifications for adherence to applicable Subsidized program(s) and sites resident selection and screening policy .
- Regularly review all site operations for adherence to applicable Subsidized program(s).
- Inspect and approve all work (as required) completed by maintenance staff ( in conjunction with Maintenance Supervisor).
- Design and implement marketing plan to generate applicants.
- Design and implement resident retention program.
- Review monthly operating statements and explain variances, as required.
- Maximize income through maintenance of high occupancy and reduction of vacancy and bad debt loss. Monitor and process all rent collections.
- Improve Net Operating Income (NOI) through revenue maximization and expense controls while maintaining the physical asset.
- Implement all corporate and property operating policies and procedures.
- Enforce rent collections, residency guidelines, and lease enforcement. Institute legal action as required to ensure residence compliance. Supervise and monitor any active legal proceedings.
- Supervise turnover process (including move-in/out inspections, processing applications, and monitoring unit make-ready requirements).
- Responsible for site compliance with all Subsidized and program regulations.
- Supervise, monitor, and process accounts receivable.
- Supervise, monitor, and process accounts payable including posting, coding, and approving all site invoices.
- Supervise, monitor, inspect and approve all work completed by sub-contractors and/or vendors (in conjunction with Maintenance Supervisor).
- Maintain company and regulatory standards for curb appeal and landscape enhancement.
- Provide quality judgment to reduce legal, liability, physical, and safety risks. Contact supervisor immediately of any potential liability or loss concerns.
- Investigate, prepare, and submit proper reporting of all accidents, claims, and emergency situations.
- Any and all other activities that the Property Manager, District Manager, Vice President(s), or owners may require.
Qualifications:
Education:
- A four-year bachelors degree is required.
Designations:
- A professional designation of (or candidate for) Residential Apartment Manager (RAM) or Accredited Residential Manager (ARM) is preferred.
Characteristics:
- Must be independent and self motivated
- Strong interpersonal/interactive and conflict resolution skills are required
- Staff development/assessment proficiency is required
- Strong business, marketing, and property management insight
Experience:
- Government Housing requires a minimum of two to three years of related sales, marketing, retail, management, or equivalent experience preferably at a management level or within the frame of work of a management training program.
