Responsibilities
Individual will analyze a wide variety of local government debt transactions, including cities, counties and special districts, within a defined geographic region.
Responsibilities include quantitative and qualitative analysis of credit quality (economy, finances, management and debt), developing in-depth knowledge of the region covered, building relationships with investors, underwriters and issuers, and managing assigned strategic relationships.
Candidate must be able to present independently and effectively at rating committees, communicating well and demonstrating good credit judgment.
Writing and publication of high quality issuer and sector publications is required.
Individual must be able to manage several priority tasks simultaneously and consistently meet deadlines with minimal supervision.
Ability to adapt to a changing business and credit environment is needed.
Candidate must be able to work well both independently and collaboratively.
The individual is expected to contribute to issuer and/or intermediary meetings and demonstrate sound knowledge of Moody's methodologies.
Moderate travel is required.

Qualifications
Undergraduate and graduate degrees required; MBA, MPA or MPP preferred.
Knowledge of accounting, economics or statistics a plus.
Strong quantitative aptitude and demonstrated analytical ability.
Excellent interpersonal, communication research skills required.
Minimum of 2+ years of financial markets experience preferred.
Government programmatic, budgeting or financial experience a plus.
Strong proficiency in MS Word Excel required.
