Title: Associate Director, Application Support Systems (Operations)

Position Summary:
The Associate Director, Applications Support oversees the maintenance and support activities for assigned domain application production services (or enterprise applications, as applicable). The role monitors the application related quality metrics for assigned applications to ensure compliance with the defined service levels. The Associate Director is also responsible for the development and quality of technical design specifications for new or changed system functionality.

The role, which manages a team of Systems Analysts, oversees the day-to-day application support activities performed and provides quality assurance for the assigned production application services. Individual is also responsible for working closely with Lead, Business Analysts and Systems Engineers to ensure application design specifications are developed according to the business requirements and within the defined technical standards. Overall, the role ensures reliable delivery of application services and provides key input for application capacity, maintenance, and control planning.


Major Duties and Responsibilities
Role-Specific:
* Lead the implementation and post-implementation maintenance, support and quality assurance of assigned domain applications (or enterprise applications, as applicable)
* Manage and guide the team of Systems Analysts in providing day-to-day support and quality assurance for assigned applications in the production environment
* Lead the deployment, handover and release of new application solutions for assigned domain(s) into the production environment and associated updates to the configuration database
* Work with the Group Head to define, manage and ensure compliance application vendor service agreements
* Oversees disaster recovery planning, testing and execution for assigned domain applications.
* Manage application vendor relationships for assigned domain(s) and participate in negotiating appropriate support commitments for applications
* Support Group Head in the conduct of operational reviews and assessment of application system functionality according to defined designs
* Oversee scheduling changes to the production applications for assigned domain(s) to minimize business disruption by following the governance process for
* Participate in the design of measurable application performance requirements, development standards and security requirements that conform to applicable architectural standards as well as adhere to MedI's technical design and documentation standards
* Manage the integration of new / enhanced applications, for assigned domain(s), into MedI's environment
* Manage the issue resolution processes for application production issues for assigned domain(s) and provide oversight on the resolution of application issues escalated from End User Support
* Lead the Systems Analysts in gathering and developing technical requirements
* Lead the Systems Analysts in the diagnosis of application code defects, data errors and configuration issues to determine the origin of application errors
* Oversee the development of use cases, flow charts, functional diagrams and descriptions to communicate application design specifications
* Lead the Systems Analysts in conducting application testing, including unit, system, integration, capacity and performance testing
* Work with suppliers and lead the testing of products available in the market and their integration into MedImmune's environment

Stakeholder Partnership:
* Partner across the team with other Leads Application Support / Systems Analysts to share best practices and build a community of practice
* Partner with contractor leadership to ensure responsible and effective application service and support is provided to the business community
* Partner with contractor leadership in resourcing and staffing of contractor work group
* Provide industry and domain specific application best practices, perspectives and consultation to business and IS/IT leadership
* Provide application-related consultation to the Group Head, Application Support / Systems Analyst regarding ongoing operational support such as hardware upgrades, data center consolidations, etc.
* Provide input in discussions with Lead Business Analysts, Lead Systems Engineering, and other Leads, Application Support / Systems Analyst to analyze and document impact of proposed technology to existing architecture and communicate any potential risks
* Work with Program / Project Managers and Release Managers to ensure that scheduled application changes take place with minimal business disruption and with proper notification to the business
* Collaborate with System Engineers to assess the quality of support provided in the development and communication of detailed application specifications based on work done by assigned System Analysts
* Work closely with the Quality, Risk and Compliance group to lead disaster recovery testing, upgrades, patches and other application maintenance related items

People Management:
* Manage direct reports (Systems Analysts) to ensure responsive and effective application service and support is provided to the business community
* Identify programs to develop and grow Application Support / System Analysts from within the IS/IT organization
* Oversee work assignment and staffing within Application Support / Systems Analysts group
* Provide mentoring and leadership to the System Analysts and implement career management, performance measurement and skill development initiatives in collaboration with HR
* Promote teamwork within assigned Systems Analyst team and across teams
* Provide input to HR for implementing programs addressing changes in the sourcing, career mobility, career development and reward and recognition initiatives for the Application Support / System Analysts group
* Actively participate in HR's employee performance measurement processes


Experience:
* Typically requires 5+ years of relevant work experience including systems analysis, application operations and support, and application development
* At least 3 years of relevant experience in Pharmaceutical / Biotech industry including familiarity with end-to-end drug discovery and development process, clinical and commercial operations, and healthcare regulatory requirements

* Experience in 3 or more of the following areas:
o System integration technologies
o Service Oriented Architecture
o Software design principles, tools and applications
o Well versed in one or more structured programming languages
o Java / J2EE system development and implementation
o Database technologies
o Enterprise collaboration technologies
o Data Management / Information Lifecycle Management
o Web 2.0 technologies
o Multiple Operating Systems (Windows / Unix / Linux etc.)

Education:
Bachelor's degree (required) or Master's degree (preferred) in Computer Science, Computer Engineering, Information Systems or related are, or equivalent work experience


Technical Competencies: 

* Technical Design / Operations:  Leading, monitoring and managing the design and operation of technical products and applications.  Working with management and/or technical staff to develop products and applications that meet design standards.  Effectively resolving difficult technical issues

* Technical Specifications / Systems Analysis: Translating business requirements into system specification documentation within current technical standards

* Business Process Development: Knowledge and experience in business administration and business development. Demonstrated experience in establishing best practice processes and procedures to drive demand realization

* Business Applications Packages: Deep knowledge of business application packages and the ability to utilize, configure, and program business application packages to meet business needs

* Resource and Strategic Capacity Management: Knowledge and experience managing fixed and flexible resources. Experience in establishing strategic partnerships for application support delivery
