Associate Director, Health Safety & Environment Job in Cambridge, Massachusetts US

Primary Role:

The candidate in this position will be responsible for developing and implementing comprehensive Health, Safety Environmental strategy, programs and procedures for Shire's manufacturing facilities, including laboratories, warehouses, and office functions, in line with Shire's global HSE strategy and management system and with HGT programs and procedures. This includes ensuring facility wide compliance with applicable Federal, State and Municipal HSE regulatory requirements for the facilities and ensuring the health and safety of our people. The Associate Director shall work with site management and the HSE Director to develop and implement plans for continuous improvement in HSE across all manufacturing, labs and support functions and champion the development of safety culture based on safety being an integral part of each employee's job. The candidate will proactively continue the implementation of a robust HSE management system and work to achieve the highest levels of HSE performance through leadership, mentoring, training, measuring, and supporting expeditious change.

The Associate Director will collaborate as part of Shire's HSE Senior Management and with the Shire HSE team and will strategically support the work of the Shire HSE team across HGT and across Shire. They will provide overall guidance to supervisors/managers and employees in relation to employee health and safety, as well as environmental compliance and performance. The candidate will be responsible for managing, mentoring and supervising HSE staff and support the work of HSE professionals across Shire.

Responsibilities:

• Develop, maintain and continuously improve the HSE programs to ensure compliance with the latest EPA, MA-DEP, OSHA and NFPA requirements and internal Shire policies, programs and procedures.
• Ensure necessary environmental and safety permits are obtained, renewed, maintain and improve programs, inspections or plans for site operations including for construction
• Lead the implementation of the global HSE management system, facilitating the risk assessment, the setting of HSE improvement goals and targets, and monitoring performance. Ensure that Shire's HSE management system and associated Shire and HGT procedures are consistently applied and practiced at HGT.
• Working with site management, ensure continual improvement in HSE performance.
• Through communication and leadership within HGT, ensure continuous and adequate environmental and safety awareness. Develop a strong safety culture throughout manufacturing, driving down the injury and incident rates
• Support day-to-day operations of the manufacturing facilities; attend meetings, provide safety updates and understand operations at a level where appropriate and timely input can be offered. Implement actions arising from meetings, and track HSE related action items to closure
• Support new equipment installations and facility construction projects. Ensure effective job safety analyses/HAZOPs are conducted for equipment, processes and operations.
• Work with HGT Technical Operations to lean and green manufacturing
• Manage and mentor other HSE staff and empower HSE professionals to succeed.
• Champion HSE and act as an ambassador for HSE within this business unit.
• Ensure that all incidents are reported and investigated to determine causes, help establish and implement corrective actions and make recommendations for areas needing improvement. Track corrective actions to closure
• Ensure appropriate effective HSE training is developed and delivered to all personal as required by regulations and by Shire standards and procedures. Perform new hire HSE orientation training. Maintain training records.
• Ensure HSE inspections of manufacturing, maintenance, warehouse and offices areas are performed. Document and report findings and oversee implementation of corrective actions. Identify and communicate trends.
• Develop and maintain emergency response plans and procedures. Ensure fire drills are conducted and evaluated and fire life safety equipment and systems are maintained. Coordinate inspections by local fire departments. Organize and train the Emergency Response Teams.
• Monitor and measure key HSE performance indicators and communicate performance to the Shire HSE Director and manufacturing management
• Participate as a key member of the Shire HSE team. Work to enhance HSE management and performance across Shire. Participate in Shire HSE team meetings and tasks, including developing global policies, standards and programs
• Participate in first and second party HSE audits and inspections.

Education and Experience Requirements:

• 15 years experience in HSE related field
• 5 years minimum experience in pharmaceutical or related industry
• University degree in a technical discipline, e.g. science, engineering or safety related discipline
• Membership in Professional Organizations or Institutions of Occupational Safety Health, Environment etc.

Key Skills and Competencies:

• Knowledge of applicable HSE legislation and regulations a must
• Knowledge of ISO 14001 or OHSAS 18001 a plus
• Effective verbal and written communication and skills
• Ability to creatively communicate, train and motivate employees

Other Job Requirements:

• This position is based in Cambridge, MA with some functions at Lexington, MA
• Travel to sites to direct and network with HSE professionals and site managers, participate in assessments, audits, and training as appropriate
