AVP Independent Risk Review

The individual will be a part of an "Audit/Exam" type function over key risk systems infrastructure and data in a Basel environment.  Performs complex independent reviews of key risk systems infrastructure and assesses the integrity of key risk data for portfolio risk management and BASEL regulatory compliance. Reviews and evaluates key data quality controls. Independently evaluates systemic/data controls and compliance with established policies, procedures and regulations, and, makes recommendations for improvement.  Ability to evaluate risk systems infrastructure, data, and related processes and controls against compliance with Basel Data Maintenance requirements, and this is critical to the job.  Provide key inputs from a risk data and infrastructure perspective into examinations of and around the Capital Management process to include examinations of Regulatory and Economic Capital systems as well as supporting risk metrics development, models, calculators, reference data sets, default/loss data management, and related.   Serves as critical resource for highly complex analyses of risk data infrastructure and risk data process. Supports affiliated Independent Review teams in their coverage of Wholesale and Retail risk evaluations. Works collaboratively with other members of Risk Systems Review team and members of Wholesale and Retail Credit Review teams in the review and assessment of key risk systems infrastructure and key risk data process.  Develops conclusions, recommendations, and reports that are reasonable and well-based and are prepared in an efficient, timely and concise manner. Prepare work papers that meet quality assurance standards and stand up to examination.  Serves as a key resource in executing the risk-based annual Risk Systems Review plan under the direction of VP Risk Systems Review. Develops supporting documentation for all activities that is transparent, reliable, and auditable by external and internal stake-holders including regulatory authorities.  Completes other responsibilities, as assigned.  

 

-Execute independent reviews of models, calculations, and processes supporting retail models including those supporting the Basel 2 framework and the Final Rule.

-Maintain sufficient independence from the development, implementation and management of these systems so as to remain unbiased and independent as defined and required by the regulations.

-Execute and review engagements intended to validate regulatory capital calculations supporting retail exposures.

-Direct internal resources as necessary and participate in the design of required infrastructure needs including work plans and detailed testing procedures.

-Identify weaknesses and determine appropriate remedial actions during the course of assessments.

-Assist team in reaching conclusions regarding fit for purpose given applicable guidance and other considerations.

-Create written communications in report format appropriate for senior management. Assist in the communication of results to reviewers and other key stakeholders.

 

Management of Risk

-Ensure employees apply compliance, operational risk controls in accordance with HSBC or regulatory standards and policies; and optimize relations with regulators by addressing any issues.

-Promote an environment that supports diversity and reflects the HSBC brand.

 

Observation of Internal Controls

-Maintain HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators. Implement the Group Compliance policy locally by managing compliance risk in liaison with the Head of Group Compliance, Regional Compliance Officer, Area Compliance Officer or Local Compliance Officer, ensuring adequate compliance resources are in place and training is provided, fostering a compliance culture and optimizing relations with regulators.
