Bank Institutional Compliance Lead

Position Description

Morgan Stanley seeks a senior level compliance officer to lead compliance coverage for institutional lending and capital market activities of its national bank, as well as provide lead coverage for Transaction with Affiliates (Reg W), Insider Lending (Reg O) and Anti-Tying regulations in Morgan Stanley's U.S. banking entities.

Skills Required

•Providing advice and guidance to institutional lending and capital market business units with respect to banking rules and regulations.
•Providing advice and guidance with regard to compliance requirements of applicable OCC, CFPB and Federal Reserve regulations within Morgan Stanley's U.S. banks;
•Maintain a thorough understanding of Morgan Stanley operations, translating knowledge into comprehensive Reg W, Reg O and Reg Y oversight and reporting processes for Morgan Stanley's U.S. banks
•Provide advice and support to business stakeholders in implementing policies and procedures.
•Develop and conduct annual and in-person trainings for relevant U.S. Banks' employees and employees of affiliates;
•Lead projects impacting U.S. Banks and/or institutional products;
•Participate in New Product Approvals impacting the U.S. Banks;
•Provide periodic reporting to relevant oversight and management committees, including both gathering and reporting of data/metrics and presentations to senior management and regulators; and
•Responding to and addressing regulatory inquiries and examinations

Skills Desired

•Bachelor's Degree. MBA or J.D. preferred.
•Previous experience with a bank government agency preferred (e.g., OCC, FRB, or FDIC) or in a regulatory, compliance or business capacity within the banking industry.
•Minimum of ten years of compliance and/or regulatory experience, with knowledge of the financial service industry, regulatory requirements, and experience in analyzing business risk and best practices.
•Experience dealing with Office of the Comptroller ("OCC"), the Consumer Finance Protection Bureau ("CFPB"), the Federal Deposit Insurance Corporation ("FDIC"), and the Federal Reserve Board ("FRB") regulations, and bank safety and soundness guidance provided by the Federal Financial Institutions Examination Council ("FFIEC") and the federal banking authorities (OCC, CFPB, FDIC, or FRB).
•Experience with dealing with internal clients at all levels of the organization
•Highly developed skills with respect to inquiry and analysis, interviewing, testing, organization and presentation (both written and verbal).
•Excellent communication, interpersonal and PC skills.
•Ability to offer solution-based guidance to lines of business.
•Demonstrated project management (able to manage multiple responsibilities projects with competing priorities and deadlines).
•Excellent analytical skills (able to develop and produce meaningful reports from multiple streams of data)
•Excellent organizational skills and thorough attention to detail.
