WHAT ARE THE DUTIES AND RESPONSIBILITIES OF THIS POSITION?
- Manages tactical implementations that support the strategies and goals of the Bank and/or enterprise
- Plans, organizes, coordinates, and manages work and resources within assigned area of responsibility to meet division, department, and enterprise goals
- Responsible for salary administration, performance assessment and coaching, selection, training, and career development of reporting employees
- Manages staffing and controllable expenses to appropriate levels in correlation to the budget, business plan, and existing and anticipated business environment
- Makes decisions impacting customer perceptions and retention and the financial performance of State Farm Bank and/or which have bank-wide impact
- Develops and maintains positive relationships with business partners and customers internal and external to State Farm
- Ensures compliance with departmental and company policies, procedures, and practices
WHAT KNOWLEDGE AND SKILLS ARE NEEDED TO BE SUCCESSFUL IN THIS POSITION?
- Draws upon broad experiences in unit or operational management (multiple roles, assignments, exposure to business partners and/or vendors) and demonstrates proven success in managing multiple/complex units, efforts and assignments
- Problem solving/decisionmaking is complex and may involve complicated variables and significant financial impact
- May be assigned to lead units or special projects that have strategic implications or bank-wide/enterprise-wide impact

- Expected to maintain consistent product and procedure knowledge in assigned area and to understand practices and trends within the banking industry
ADDITIONAL INFORMATION
- Hire, train, develop, motivate, evaluate, and supervise Treasury staff to achieve results.
- Forecast and manage the liquidity position of the Bank to ensure continued operations.
- Develop strategies and budget assumptions for investments, borrowed funds, and balance sheet hedging.
- Develop financial analyses and recommendations to facilitate management decisions for purchases, sales and restructuring of investment, borrowed funds and hedging portfolios.
- Develop and produce liquidity, investment, borrowed funds, and hedging reports for Bank ALCO, ALCO Oversight, and Board ALCO meetings.
- Manage operations for borrowed funds and hedging including establishment of ISDA and Master Repurthase Agreements with dealer counterparties, transactions execution, confirmations review and approval, settlements, accounting, and review and approval of contractual payments.
- Liaison to Investment Department and Investment Accounting to facilitate security transactions, initiate strategy discussions, ensure compliance, and resolve accounting and operational issues.
- Review and recommend policy and procedural changes for Investments, Liquidity Management, and the Contingency Funding Plan to remain compliant and promote high performance.
- Coordinate implement Bank and Enterprise requiremenets for Treasury to include Business Impact Analysis (BIA), Business Continuity Plan (BPC), regulatory compliance training, self-audits, development ofFDICIA controls, responding to OCC requests, responding to external auditor requests, review of financial statement notes related to Bank Treasury, and compliance with Information Retention Program (IRP) and Operational risk Management.
- Required Qualifications
- Previous experience in capital markets, including serving as primary relationship manager with broker/dealers and/or home loan banks
- Proficiency in financial analysis, including economic benefit analysis on structuring deals.
- Strong understanding of fixed income products, including accounting, back room operations and collateral management.
- Experience prioritizing work loads to achieve the most value from a small team.
- Experience managing liquidity, stress testing liquidity, running cash flows, and managing the decision process over short-term and long-term debt.
- Experience actively managing asset and liability positions to improve balance sheet efficiency
- Proficiency in financial analysis, such as economic returns and net present values
