B&CE Technical Officer Job in Grantham, Midlands Uk

My client is currently looking for a BCE Technical Officer with a cross of of knowledge in ME.

The successful candidate will work a contract until March 2012 covering 3 sites across Leicester, Nottingham and Newark.

The Technical Officer will be responsible for;

• Supporting the delivery of Core Services requirements as necessary.
• Safely ensuring that the functional and operational standards are met and that faults are rectified within the specified timescales.
• Managing the core services budget delegated to the role by the Site Delivery Manager
• Assisting in the management of performance of the Supply Chain partners and their staff.

Duties:
• Attend Management meetings and Training seminars as required by Management.
• Assisting in the management of the programme of works and services, including a schedule of inspections, to maintain all assets safely, ensuring that the functional and operational standards to deliver the Core Services requirement are met.
• Assisting in the production of specifications to ensure that works services are undertaken to current legislation, DE mandatory requirements, best practice guides and to provide best value to the contract within the budgets delegated by the Area Manager.
• Act as Principal Contractor and/or Planning Supervisor as required.
• Manage the £2.5k programme of reactive maintenance works and life cycle replacement works within the budget delegated by the SDM to maintain the assets within the scope of the role safely ensuring that the functional and operational standards are met.
• Assist in the project management of the programme of upgrade works within the budgets delegated by the area manager.
• Contribute to the preparation of annual cost plans and assist in reviewing performance against cost plan each month and initiate any remedial actions required.
• Authorise relevant payments to Supply Chain Partners within defined delegations.
• Assist in the preparation of cost plans for additional works outside of the scope of the contract.
• Provide relevant information to the Performance Management System and review reports from system and implement any corrective action required.
• Deliver a programme of contract efficiencies to demonstrate the operational efficiency of full output specification delivery over the life of the contract.
• Undertake Quality and Environmental audits on works services and Suppliers as required.
• Prepare risk assessments and method statements as required and act as site representative for relevant QUENSH activities.
• Where the need is identified deliver the duties of a competent / authorised person in accordance with the clients safety rules and procedures

The successful applicant should be qualified to HND/HNC level or equivalent in a technical discipline and have a proven track record within a similar role as well as a sound knowledge of relevant techniques and processes.

You will have a proven track record preferably within a maintenance environment and management and procurement of subcontracted services including writing specifications and basic designs. This will be primarily in the delivery of BCE works. Previous work within an MOD estate and knowledge of operating within a performance management system is desirable.

It is essential that you have knowledge of the current legislation and industry best practice methodology. An understanding of the principles of Prime Contracting is desirable.
