Job Summary
The incumbent in this position will be responsible for all aspects of health benefits administration. Incumbent will work extensively with other staff members and the University community in a customer service oriented organization. Must be able to listen, and, at times, be patient in delivering benefits information to a diverse audience. Poor or inadequate communication and decisions may result in unnecessary and unproductive conflict, lost productivity, potential loss of revenue. It may also expose the University of San Francisco to financial penalties and impact reputation.

Job Responsibilities
The allocated annual budget for health benefits is $16.9 million. This is approximately 33.33% of the fringe benefits budget. The plan designs, funding arrangements, premium/fee arrangements are complex and unique to each vendor. Incomplete or inaccurate reconciliation of data can result in loss of funds to the University.

The incumbent must have a wide breathe of knowledge in health benefits administration. The role requires efficiency and accuracy of health benefits administration and the ability to maximize the service satisfaction levels of plan participants and University community. Ability to work in manual environment and transition to employee self-serve model with automated vendor data delivery.

Ineffective performance can result in both direct and indirect costs associated with the administration of the health plans. Examples would be the higher costs for university external audit fees, overpayment of premium for late reported terminations. This can have a measurable negative impact on the University’s finances. Satisfaction with the administration of the health plans is of paramount importance.

The incumbent will have a highly visible role in project management of open enrollment including a benefits fair, health plans design changes, preparation and presentation of material for collective bargaining agreement discussions.

Minimum Requirements
B.S./B.A. in Human Resources, Business Administration or related field. Experience equivalency may be substituted for degree. The minimum requirements for this position will be 5 years of progressively responsible experience in health, benefits administration background, familiarity with accounting principles, flexibility with sound judgment.

Knowledge of health plans and benefits administration.

Additional Knowledge, Skills, and Abilities
Must have a demonstrated attention to detail, ability to communicate effectively both verbally and in writing. Must be able to prioritize important tasks and multi-task. Must have excellent people skills with strong customer orientation. Must be able to take initiative and work with ambiguity. Must have good decision making skills. Able to learn and use Human Resources Information System (HRIS) Banner database system.

• Possess strong organizational skills with the ability to respond to multiple project requirements and deadlines.
• Ability to communicate effectively in both written and oral manner; good presentation skills.
• Ability to manage vendors.
• Excellent interpersonal skills and the ability to deal with a diverse group of individuals.

• Ability to establish and maintain positive working relationships with co-workers, faculty, staff and participants.

• Strong analytical and problem solving skills.
