NC State University Human Resources invites applications for a new Benefits Consultant.


About NC State Human Resources:

NC State’s Division of Human Resources has eight departments and more than a dozen distinct functional areas. In addition to benefits and leave administration these include: classification and compensation; employee relations; employment services (including international employment and temporary staffing units as well as an executive search unit); HR information management; EPA administration; university payroll, and training and organizational development. The Division provides comprehensive strategic and operational HR services to all hiring units and employees on campus.

Job Duties:

1. Handles administration of benefits related items in accordance with University policies and procedures for Health Welfare programs, 401(k)/403(b)/457(b), Leave of Absences, FMLA, and rewards and recognition. This includes but is not limited to the following:
*Review/Approve/Process Qualifying Life Event Enrollments.
*Process 401(k)/403(b)/457(b) contributions/loans enrollment/change requests; participates in activities related to supplemental retirement audits.
* Verify and complete life and disability claims.
* Review Benefit Eligibility/Enrollment Reports and process as needed.
* Prepare, Notify and Process all Leave of Absence Requests. Maintains records and keeps other HR personnel apprised of all Leaves of Absences such as FMLA or disability. Ensures information with outside vendors is accurate and complete and policies related to such leaves are correctly administered.
* Assists/Supports Open Enrollment Process.
* Initiates and oversees any seminars related to benefits/retirement, both core and ancillary.

2. Assist with the tracking Leave-of-Absences with emphasis on benefit insurance payments and return dates from various leaves.

3. Create internal administration manuals (e.g., obtain and copy SPDs, plan documents, sample letters, sample calculations etc)

4. Assists in ensuring new hire packages and orientation benefit materials are correct and current.

5. Assists in the presentation and delivery of Orientation of New Hires.

6. Responds to HR benefit related questions and issues from managers and employees in a timely manner, including leaves of absences, to ensure timely resolution, accurate and consistent interpretation and application of policies and procedures and to maintain compliance with employment laws and regulations. Acts as a liaison between vendors and employees as necessary, seeking guidance as needed.

7. Comply with state mandates for insurance, disability worker’s comp

8. Maintains/updates benefit information on HR department’s website.

9. Assists in the presentation and delivery of Orientation of New Hires.

10. Assists other team members in supporting, organizing and executing departmental projects related to the efficient and compliant operation of the HR department.

11. Use thorough understanding of the plan design and administrative procedures (e.g., eligibilities, plan formulas, etc.)

12. Performs other duties as assigned.


Qualifications:

Bachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. Minimum of two (2) years of direct applicable benefits and/or pension administration work experience with progressive responsibilities in benefits [including defined contribution and defined benefits retirement plans] compliance.

Strong computer skills required with a proficiency in Microsoft Office Suite and HRIS Systems (Peoplesoft a plus) including analysis, system and user testing, query, problem resolution and planning.

Solid knowledge of the IRS code, DOL rules and, North Carolina State regulations as they apply to benefits, retirement, and leave programs.

Demonstrated ability to work effectively within and across various departments on complex projects.
