Ke`aki Technologies has an exciting opportunity for a Biomedical Equipment Receiving Maintenance Support. The position will be located at U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Frederick, Maryland. The position requires U.S. Citizenship, a favorable National Agency Check (NAC) background check, and a signed confidentiality agreement.
The Logistics Division provides complete life cycle logistical, maintenance, and engineering support to the institute. The division provides advice and guidance to the commander and institute staff on logistical, maintenance and engineering matters. Directs and supervises the various elements of the division, including development of operating policies, assimilation of requirements, and dissemination of functions to the appropriate sub-element. SPECIFIC TASKS:
- Description of Services. Shall provide all labor and services necessary to perform the receiving of durable and non-expendable equipment, as well as the Acceptance Inspection (AI) and Technical Evaluation (TE) for all medical and laboratory equipment entering and leaving the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), Bldg 1425, Bldg 1412, and all facilities related to USAMRIID located on Fort Detrick, MD as defined in this Statement of Work (SOW) and in accordance with contract requirements.
- Receiving. All durable and non-expendable equipment will be received by personnel in DMLSS. Equipment will be inventoried per applicable contract/purchase request to insure all requested equipment items have been accounted for. Shall identify equipment that is maintenance significant and issue worksheets that will be routed through Property Book Office (PBO) to prepare Custodian Action Sheets. Shall assist the PBO in the turn–in and recovery of excess equipment. Shall be the back up to assist the Logistics warehouse in the packing, crating, shipping, receiving and coordinating transportation of material including infectious and other hazardous materials for national and international shipment.
- Perform Acceptance Inspections. After a piece of maintenance significant equipment is received, verify that a work request was generated for the proper maintenance activity in DMLSS. Personnel shall read the contract for installation instructions before opening any packages, as opening the package may void the warranty. Shall unpack and inventory the contents to verify all items were received according to the contract or purchase order. Contractor shall perform an inspection on the equipment and identify any discrepancies, to include broken or missing items, to the buyer immediately. Shall coordinate with vendor for all vendor installed equipment. Shall coordinate to receive any missing or broken items. Shall perform function checks to ensure proper operation and establish a maintenance plan with the correct maintenance interval. Shall complete the catalog record in DMLSS and recommend in house vs. contract maintenance requirement to the Medical Maintenance Branch (MMB). Shall submit contract requests to MMB contracts section. Shall identify and assign maintenance to a technician based on a provided list and coordinate delivery of the equipment to the customer. Shall then complete the work request in DMLSS when this process is complete.
- Technical Evaluation. Shall perform an inspection of equipment turned in as excess. Ensure DMLSS generated the required maintenance request. Verify equipment operation, and recommend condition codes of maintenance significant equipment to the Chief, MMB, based upon life expectancy, acquisition date, and current operation of the equipment. Document all work performed on the DMLSS work request.
- Provide Personnel Protective Equipment (PPE) to include, but not limited to, protective toe safety shoes and protective eye wear.
- Shall provide one person to receive durable and non-expendable equipment and perform Acceptance Inspection (AI) and Technical Evaluation (TE). Be able to prioritize AI and TE based upon scheduling factors furnished by the government. Any questions or concerns about the priority will be forwarded to the COR for clarification.
- Store equipment according to the equipment status in the required location.
- Maintain a neat and clean work space.
- Inspect dumpsters and north dock area daily to verify equipment is being properly disposed. Report discrepancies and or deficiencies to the Noncommissioned Officer in Charge (NCOIC) of the Property Book Office.
- Possess the ability to communicate effectively with the COTR, both orally and in writing, and follow direction in detail with minimal supervision.
- Possess the ability to lift a maximum of 40 lbs and push a pallet jack a distance not exceeding 2 miles per day.
- Be able to read manufacturer, operator and maintenance manuals to determine maintenance requirements and update the equipment maintenance plans in DMLSS.
- Be able to perform electrical safety tests in accordance with NFPA 99 and TB Med 750-1.
- Possess a government license to use a fork lift in order to move equipment. The government will not provide training and testing for the license.
- Quality Control. Maintain a quality program to verify work requests are performed in accordance with Medical Maintenance Branch SOPs. At a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 1, Service Delivery Summary.
REQUIREMENTS / QUALIFICATIONS:
- High School diploma or GED
- Have training certificates documenting BMET certification, or have a minimum of 5 years of medical and/or laboratory maintenance experience.
- A favorable National Agency Check (NAC) is required.
- Enrollment in the Biological Personnel Reliability Program (BPRP) for handling select agents - he or she must maintain enrollment. Applicants must meet eligibility requirements as regulated by Army Regulation 50-1 (AR 50-1) http://www.fas.org/irp/doddir/army/ar50-1.pdf
- Special Immunization Program enrollment is required
- Ability to read and comprehend written and verbal instructions
- Ability to communicate orally and in writing in performing duties.
- Ability to lift packages up to a maximum of 75 pounds.
- Ability to use Microsoft Office suite and other computer programs in performance of duties.
- Be able to obtain and maintain certification necessary to handle and transport biomedical materials.
- Maintain a safe workplace and an awareness of, and will observe, appropriate safety and occupational health rules and regulations. Shall attend safety training relative to the functional area and will report any infractions of safety procedures to their contractor supervisor and appropriate government personnel.
- Personnel shall receive the Hepatitis B immunization series.
BACKGROUND CHECK: Applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information. The selected individual must submit for and receive a favorable Single Scope Background Investigation (SSBI) security clearance background check.
