Budget Analyst

Duties and Responsibilities: The Contractor shall assist a Business Management Team and serve as a member of the multi-Contractor team in analyzing and resolving Unliquidated Obligations (ULOs) and contract closeout actions. They shall manage assigned programs in accordance with funding limitations provided on Funding Authorization Documents (FADS). They shall also consolidate the accuracy of budget data estimates by the use of statistical techniques, e.g., extensions, averages, trend analysis of historical data. They shall monitor and track obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports. Required to verify that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed, must also be able to resolves any discrepancies. They shall assist Government personnel with resolving financial issues and contract closeout actions, and coordinate with the Business Manager and staff to develop and facilitate detailed training modules to create uniform processes and procedures across the Project Office. The Contractor shall assist with the development and execution of DoD budgets and must be knowledgeable of the Standard Operation and Maintenance Army Research and Development System (SOMARDS), General Fund Enterprise Business System (GFEBS), Logistics Modernization Program (LMP), and perform other related budget and finance administrative management functions.
