Budget Contracts Administrator

POSITION SUMMARY:
The Budget Contracts Administrator is an integral part of the budgeting team that insures SFAF is maintaining contract compliance requirements with City, State Federal obligations. The position monitors temporarily restricted funds from various donors and releases restrictions as appropriate. This position will maintain agency financial systems to ensure proper expense allocations. As a team member, will support the agency budgeting and forecasting processes throughout the fiscal year.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Updates, reconciles maintains the budget database. Implements all changes in a timely manner and ensures integrity of the budget/forecast. Completes monthly account analysis on all assigned accounts.
- Analyzes actual monthly expenses vs. contract obligations during monthly closing cycle and prepares monthly contract journal entries. Prepares and monitors the status of monthly invoicing of all government contracts. Reconciles monthly accounts receivable and acts as agency liaison with vendors and government contractors to resolve outstanding issues.
- Develops monitors monthly payroll expenditure allocations as required by government contracts fiscal policies. Reconciles revenue expense ledgers on all restricted funding received by the agency to ensure proper allocation requirements have been met. Reviews and approves weekly Expense Payment Request, ensuing proper coding to all expenses.
- Analyzes monthly shared costs expenses against agency budget to ensure expenses are accurately recorded and are in line with budget; reviews trends in expenditures and offers input on possible changes to the forecast. On an annual basis, develops the agency shared cost budget with input from agency staff.
- Prepares budgets for agency contracts grants. Supports agency staff in annual budget development as needed.
- Maintains central files of all government and other restricted funded activities for internal and external audit purposes.
- Assists Finance staff with ad hoc projects as needed.
Other Skills and Abilities: Solid Knowledge of accounting experience with budgets and budget systems. Ability to construct and manage complex worksheets. Advanced Excel skills preferred. Ability to edit and proof read accurately with attention to detail and strong analytic skill set. Ability to maintain confidentiality.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in accounting or related field and two years of government contract administration or accounting experience preferred or six years of relevant work experience required.
PHYSICAL DEMANDS:
Skill in operating various office equipment, such as personal computer, calculator, copy machine, facsimile machine, and telephone system. Ability to perform routine bending, stooping, twisting, and reaching. WORK ENVIRONMENT:
This position is primarily located at 1035 Market Street; San Francisco, however may require traveling to other office locations or off-site meetings as required by the job.
