Specific Job Description

Perform the role of Business Analyst, supporting the Proposal Intake Process, to perform all intake functions, proposal support tasks, status tracking, reporting, and documentation. Provide support to Proposal Managers for proposals and RFI responses for the CITIC program from pre-RFP/RFI phase through post-submittal analysis. Each proposal and RFI is a response to CMS IT infrastructure related RFPs and RFIs (including ROMs, Conceptualizations, Technical Opinions, and Cost Benefit Analysis).

Identifies functional area involvement and is responsible for securing points of contact directly from functional areas to serve on proposal and RFI teams. Assesses quality of functional area inputs based on the SOW requirements and tracks participation rates for all efforts. Gathers input, as needed, from functional areas such as technical details, bill of materials, and basis of estimates. Assesses material requests sent to Global Supply Chain Management against quotes and utilizes the material cost estimation tool and associated extracts to validate that material estimates are in line with the proposal scope of work. Follow-up with vendors to refine and finalize proposal and RFI input scope for quote purposes.

Provides continuous tracking, monitoring, and reporting of proposal and RFI status. Completes standardized and ad-hoc reporting, including weekly dashboards, monthly highlights, and other reports. Reports on progress, metrics, and issues for all proposal/RFI efforts to management team. Conducts historical analysis on RFI, proposal, and subsequent project data. Performs cost certifications for proposals and tracking for contractual compliance. Independently derives opportunity risk levels to assess proposals and RFIs for new business projection reports using the state of CMS business requirements and funding.

Provides independent assessments of team processes and procedures and provides recommendations for improvements. Continuously updates all proposal and RFI templates, processes, and procedures based upon approved changes. Distributes notifications of contract actions to appropriate teams. Works with the procurement and pricing organizations to ensure final costing is in-line with expected boundaries and prepares presentations for executive reviews and approvals from the Executive Planning Panel.
The successful candidate will need to be able to quickly gain the requisite knowledge and experience to perform these tasks.

Desired Skills

- Familiarity with Medicare and Medicaid (CMS) IT applications and/or infrastructure
- Detail oriented
- Financial analysis/pricing/estimating experience
- Familiarity with Federal Acquisition Regulations (FAR) as they apply to proposal development
- Knowledge of Truth in Negotiations compliance requirements (TINA)
- Lean / Six Sigma / LM21 experience
- Familiarity with USG audit agency requirements for proposal certifications
- Working knowledge of Microsoft Project Server
- Experience with proposal preparation, project management, or related processes
- Software/custom report development experience
