Business Analyst:

The Office of Business Informatics (OBI) in CDER provides business solutions utilizing business tools and software that are available for configuration in the FDA. The tools include eRoom solutions, MS Access solutions, Oracle’s Application Express (APEX) tool, the Appian Business Process Management (BPM) tool and Oracle’s BPM tool. In addition, DPD provides assessments to determine which tool will best meet the business need based on the user requirements. Current Business Tools Projects include the Office of New Drugs (OND)/Study Endpoints and Labeling Development (SEALD) Team Labeling Tracking tool, Office of Regulatory Policy (ORP) Guidance and Regulation Tracking tool, the Office of Management

(OM) Manual of Policies and Procedures (MaPP) Tracking tool, and the Office of Generic Drug (OGD) Bioequivalence Study Tracking tool. As the Office of Business Informatics has expanded, certain processes have not been defined; additionally, other processes are currently in place that could use process improvement/optimization. The contractor shall provide their expertise in order to analyze many current processes and proposed processes in order to strive for consistent process improvement. The contractor may also be asked to analyze processes and provide recommendations throughout CDER.

The contractor shall provide expertise to elicit, analyze and document the user requirements, business flows and business processes for the Business Tools Projects, and perform alternative analyses to determine the recommended tools for each of these programs. Stakeholder meetings shall be conducted and a User Requirements Document (URD) shall be created utilizing the approved URD template. Once the requirements are documented, an alternatives analysis shall be performed to determine the best technical solution for the specific needs. There may be a different solution recommended and/or chosen for each need. The contractor shall configure the tools utilizing the documented processes, flows and requirements to meet the business need.

Applies process improvement and reengineering methodologies and principles to conduct process modernization projects. Duties include activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer. May be under the supervision and direction of a Principal Business Process Reengineering Specialist or may work independently. Provides assistance to an organization with their business operations and business process assessment. Assisting in the preparation of business documentation as needed, end-to-end program and organization-al support and problem coordination both internal and external. Recommending automated technical solutions to program/organizational problems. Other duties may include: assisting in problem analysis and organization analysis. Collects and analyzes data to evaluate operational difficulties and makes recommendations to solve problems. A certain degree of creativity and latitude is required. Evaluates, maintains and improves efficiency of organization. Develops and implements new procedures, policies and paperwork to simplify and improve operations. Determines need for new equipment. Follows established modeling and evaluation processes to determine the effectiveness of current operational activities to determine problem areas and develop solutions. Excellent communication skills (verbal, presentation, and written) and a demonstrated proficiency in Microsoft Windows/Office.

Business Analyst, along with the government Business Project Manager, will work on defining new processes and optimizing existing processes of the various systems by explicit process representations to coordinate the implementation of inter-related business processes. Additionally, Business Analyst will focus on re-engineering
the separate functional tasks of the various existing systems into complete cross-functional processes for a more optimized, common and unified operation of the various business needs of CDER. To accomplish this initiative for the FDA CDER, Business Analyst will work directly with the Government Project Officer to:

- Provide expertise in analyzing all current processes and proposed processes to deliver consistent
process improvement.
- As directed by the Government Project Officer, analyze processes and provide recommendations
throughout CDER.
- Provide expertise to elicit, analyze and document the user requirements, business flows and business
processes for the Business Tools Projects.
- Perform alternative analyses to determine the recommended tools for each of these programs.
- Conduct Stakeholder meetings to understand and document business processes into a User Requirements
Document (URD).
- Configure the existing/to be determined business process tools utilizing the documented
processes, flows and requirements to meet the business needs.
- Perform Consulting services and assistance in planning approaches to accomplishing those management
tasks required to meet OBI and DPD tactical and strategic plans and objectives to include
identifying and documenting effective processes, procedures and definitions.
Deliverables will be defined with the COTR from the SOW deliverable table. All deliverables will be
reviewed by the COTR and PO before final acceptance.
