A successful candidate will support the NGA Office of the Chief Information Officer as part of a team that performs IT Strategic Management, IT Technical Support, IT Architecture Coordination, IT Policy Development and Maintenance, IT Governance Policy Definition, Partner and Stakeholder engagement, IT Statutory Reporting, Performance Management, IT Policy Customer Outreach, and Privacy Program support. Candidates require a TS/SCI clearance, preferably issued by NGA,and the willingness, ability to pass a CI polygraph within two months of being assigned to the contract; 12-14 years of IT experience, and a Bachelor's degree. Additional years of experience may be accepted in lieu of degree. Essential Job Functions · Develop and manage databases, research technical matters applicable to polices being developed, and explore future OCIO projects from a technical nature. · Provide coordination between the OCIO and other NGA and NSG organizations to enable the CIO to exercise his oversight responsibilities concerning implementation of enterprise architectures, including standards development, coordination, and enforcement. · Support IT planning and Investment control, IT Strategic Management, Interoperability Compliance, and configuration control processes. · Manage and administer and support development and construction of architectural models to logically capture critical components of the NGA enterprise. · Develop and build strategic CIO partnerships with internal and external Mission partners and stakeholders. · Support identification and implementation of efficiencies in IT management at NGA and partner-organizations by identifying opportunities of joint interest. · Develop and execute out-reach plans that incorporate CIO goals and objectives. · Develop and execute OCIO communications plan. · Support Governance. Integrate IT governance into existing governance processes. · Develop, integrate, and management actions necessary to planning, coordinating, and facilitation of CIO Steering Committee and CIO outreach meetings. · Track actions items and provide situational awareness of OCIO external events. · Support strategic planning and implementation of Enterprise strategy framework for NGA and the NSG. · Support creation of NGA CIO road map. · Facilitate all aspects of CIO Steering committee meetings. · Execute administrative tasks to include general program management and resource management tasks, coordination of actions and issues and DNI and DOD tasks, management of accountable property, visit/event coordination, problem identification, analyses and resolution, research and information gathering, etc.. · Manage coordinate and maintain all IT related NGA and NSG Polices that enable business processes for customer-centric perspective. · Support Senior Agency Office For Privacy through development and support of agency wide approaches for privacy program challenges. · Provide extended Policy, Governance, Architecture support. · Support Record and Information management program. · Support data collection and reporting for all statutory reporting requirements. · Develop, coordinate, reports, and manages performance metrics that reflect efficiency and effectiveness of the IT operations. Monitors and evaluates IT performance that satisfies business requirements for cost, benefits, strategy, policies, and services. · Develops and implements continuous process improvements to a mature performance Management program. · Plans and designs complex business processes and system modifications. Makes recommendations to improve and support business activities. · Gathers business requirements through a variety of techniques such as work sessions and interviews. Analyzes and documents client complex business requirements and processes; communicates these requirements to appropriate parties. · Creates complex test case scenarios to be used in testing; monitors/oversees the testing of business applications to verify that all client requirements are incorporated into the system design. · Provides input into developing and modifying systems to meet client needs. Develops business specifications to support these modifications. · Coordinates and facilitates meetings with clients to gather and document requirements and explore potential solutions. · Coordinates business analyst tasks on information technology projects and provides project team member guidance and support. May plan, allocate and monitor work of other business analysts. · Participates in technical reviews and inspections to verify intent of change is carried through the entire project. · Provides time estimates for project related tasks. · Provides leadership and work guidance to less experienced personnel. · Advise and assist with strategic planning, policy, and business analysis: · develop government mission and vision statements; · perform trade studies and assess trades between functionality and security risk management; · develop process improvement recommendations and facilitate quality improvement efforts; · translate operational requirements and mission needs into technical terminology and specifications; · formulate internal and/or external policy; · provide assessment and recommendations of new policy or changes. · Develop, apply, and validate operational metrics and performance risk assessments. · Advise on the planning, design, reconfiguration, maintenance, and alteration of equipment, buildings, and facilities dedicated to the geospatial intelligence enterprise. Qualifications Basic Qualifications · Bachelor's degree or equivalent combination of education and experience · Bachelor's degree in business administration, information systems, or related field preferred · Twelve or more years of IT business analysis experience · Experience working with the interface of information technology with functional groups within an organization · Experience working with business processes and re-engineering · Experience working with computer programming concepts and basic language Other Qualifications · Strong interpersonal skills to interact with customers and team members · Strong communication skills · Strong analytical and problem solving skills · Good presentation skills to present to management and customers · Good leadership skills to coordinate, oversee and lead team/project members · Good personal computer and business solutions software skills · Ability to work in a team environment · Willingness to travel · Skilled in systems integration, systems engineering, IT security policy, Governance, privacy records, information sharing, performance management, or business management. · Able to work independently in planning, execution, and reporting of tasks. · Prefer 10 years of experience in systems integration, systems engineering, IT security policy, Governance, privacy records, information sharing, performance management, or business management. · Understanding of CIO and its role in NGA. · Understanding E Directorates technical issues. · Understand NGA at large and greater NSG community and the IC and DOD · Ability to provide expertise in developing IT policies, procedures, directives, performance metrics, and statutory reporting. · Ability to interface with different personalities in a variety of positions including senior leadership within multiple agencies. · Ability to develop high quality graphical briefings and brief senior personnel. · Government agency or military staff experience.
