Customer facing position which documents functional requirements, analyzes business process, and develops business cases to support IT solutions. Provides client support during system development and implementation, development and maintenance of service level agreements.

Essential Functions:

- IT Single Point of Contact to the business and accountability for business partner satisfaction.
- Responsible for all aspects of customer facing, planning, roadmap development, budgeting as well as the development, testing, production support and IT system transition activities.
- Leads the execution and delivery of projects and IT services essential for successful implementation.
- Provides integrated systems planning and recommends alternative technologies that will enhance current or anticipated information systems that support overall corporate and business goals.
- Leads the review and design concepts for new systems and develops and documents the technical design for the integration and implementation of the software.
- Provides technical direction and support for complex configuration projects.
- Reviews support costs to ensure that they do not exceed expectations and oversees resolution of exceptions.
- Develops and oversees annual investment, operating and support budgets, mulit-year investment forecasts and IT cost of ownership.
- Facilitates project close process.
- Assists in the development of Service Level Agreements. Provides on-going assessment of Service Level Agreements. Oversees the customer satisfaction measurement activities across projects.
- Partners with IT Program/Project Managers to negotiate impact to the Business Partner based on changing business priorities and requirements.
- Influences cross-functional and/or cross-divisional task forces to identify and document functional requirements, workflow, information sources and system specifications. Orchestrates the activities necessary to drive the process deep enough to uncover the appropriate set of functional requirements. Directs and ensures planning and coordination of application release requirements.
- Partners with other functions within the PHARM BIO to insure delivery of projects, programs, etc.
- Assures alignment with Enterprise Architecture Standards Assurance.
- Coaches as appropriate. Acts as a resource for lower-level staff. Provides organizational information as a 'buddy'. Provides reviews and monitors work products of lower level resources. Provides on-the-job training on techniques and methodologies at lower levels. Provides knowledge transfer as appropriate.
- Communicates to others, when appropriate, current knowledge and best practices on KP and KP-IT business strategies.

Qualifications:
Basic Qualifications:
- Bachelors degree in Computer Science, Business, Information Systems or health care related field, or 4 years of additional work related experience.
- Strong communication and interpersonal skills
- A strong business analytical background with particular emphasis on client interaction and client relationship development and maintenance.
- Experience with project management, business case development, and business processes.
- A minimum of 12 years of experience in documenting functional requirements, analyzes business process, and develops business cases to support IT solutions.
- Advanced knowledge (broad expertise or unique knowledge) of policies, practices and systems.
- Demonstrated experience developing advanced concepts, techniques, and standards.
- Demonstrated experience applying advanced principles, theories, and concepts.
- Demonstrated experience contributing to the development of innovative principles and ideas.
Preferred Qualifications:
- Familiarity with Kaiser Permanente health care practices and operations.
- Minimum of 5 years experience in the health care industry, with experience in both the business and technical realms
- Advanced skills in Microsoft Excel including but not limited to creating formulas, tables, look-ups, creating/manipulating pivot tables
- Viewed as functional expert in field within Kaiser Permanente.
