Position Title: Business Development Manager – Finance Commerce Agencies
Required BD Experience with: Treasury, SEC, Commerce, Transport and/or State

General Responsibilities:This is a full time position that requires a combination of strong technical, business and leadership skills. The successful candidate will be highly motivated and a creative team player with a track record of leadership and business development. Candidate will qualify new markets and establish relationships with customers to expand current markets and grow business.
Level 3 is seeking a proven, mission-focused business development professional focused on Civilian Finance Commerce agencies. Primary areas of focus and responsibilities will be on agencies concerned with economic development and the management regulation of the economy including Treasury, Commerce, Securities Exchange Commission, Department of Transport, Small Business Administration and the State Department.
The successful candidate will be accountable for the overall strategy to penetrate the market, and is responsible for the overall development and implementation of the business growth plan. The Business Development Manager will work in close cooperation with internal and external teams to develop winning strategies and execute responses to complex and challenging opportunities.
Essential Job Functions:Penetrate finance commerce agencies (Treasury, SEC, Commerce, Transport, State), and other supporting agencies to uncover longer term opportunities. Be actively involved in the SOW conceptual phase, conveying pertinent information. Understand the customer’s long term objectives and effectively communicate those goals to the internal Level 3 groups, to better meet the eventual SOW’s (including product enhancements, pricing initiatives, and partnerships).
The Business Development Manager is expected to have a firm comprehension of the customer's requirements, hot buttons, and issues, understand the strengths/weaknesses of our competitors and create/develop strategies that highlight strengths and mitigate weaknesses. They will inform Federal agencies of the capabilities of Level 3 and drive SOW vehicles to those that best align with Level 3 solutions.
Key Responsibilities:
* Broadens and deepens existing customer relationships to gain strategic positioning as well as retain existing revenue and attain additional business
* Develop communicate prioritized list of strategic opportunities for target agencies
* Identify, qualify and develop strategic opportunities and lead preparation of initial gate reviews
* Develop a pipeline of opportunities and targeted growth strategy to achieve annual new business objectives
* Develop and execute growth plans through customer relations and teaming opportunities
* Leads identification and development of partnerships that integrate the company's products and services into strategic solutions for customers
* Promote and position Level 3 services and solutions through direct and indirect existing and new customer contracts
* Develops proposals for presentation to customers. Coordinates account resources with representatives from marketing, pre-sales engineering, and product
* Support capture and proposal efforts throughout the opportunity lifecycle
* Develops and maintains milestones and metrics to measure the progress of strategic plans, projects, and programs against organizational goals and objectives
* Develop appropriate business models with management and the commercial response team
* Develop status and analysis reports and presentation for regular review and as requested
* Actively participate in industry associations and demonstrate the value to Level 3 through increased awareness, bid opportunities, and win effectiveness
* Facilitate agency/industry meetings with leadership team and/or account management
* Establishes trust, rapport and creditability with client senior leadership and operational managers
* Contribute to schedule of meetings for Level 3 Executive Leadership by providing access to agency executive relationships when/where needed
* Brief Level 3 senior management on high dollar item opportunities
Skills:
* Self motivated and driven leader with a sense of urgency to stay in front of strategic opportunities
* Must be highly entrepreneurial, able to operate independently, and gain acceptance for undefined processes in a dynamic environment
* Proven experience creating and developing opportunities in the Federal market
* Knowledge of respective acquisition / procurement policies and regulations and well versed in industry practices
* Ability to develop multiple strategic alternatives to drive strategic decision making
* Ability to articulate the requirements for technical, contractual, commercial and management response
* Ability to solve problems with the company’s competitive positioning
* Possess exceptional written/verbal communications skills, presentation skills, organizational time management skills, and display a strong customer-facing, sales and marketing, and presentation skills
* Ability to use Microsoft Word to create, edit, and share routine documents; Microsoft Excel spreadsheet package to organize, tabulate, and analyze data; and Microsoft PowerPoint to develop presentations
Educational Requirements:
* Bachelor’s degree required
* MBA or equivalent advanced business degree desired
Experience Requirements:
* Demonstrated success winning contracts and business in the Federal market place required
* Track record of success developing business with Treasury, SEC, Commerce, Transport and/or State
* Federal telecommunications, carrier, hardware or network services sales/BD experience required within the last 12 months
* 7-10 years experience working within the Federal sector, with a minimum 5 years sales/business development experience calling on Federal organizations required
* Knowledge of wireline telecommunications technologies and recurring revenue business models
* Ability to articulate telecommunications competitors, landscape, and industry trends
* Strategic planning, account management, account planning (including account profiling, account positioning strategy, customer needs analysis, sales opportunity development, service improvement planning, and long range account management strategies) and proven contract negotiation skills required
* Training and experience in consultative sales techniques required
* Ability to travel nationally internationally to customer facilities as required
