Primary Title: Business Manager Reports To: Program Manager Purpose of the Position: Manage business functions for a large, complex program providing support to the Government under a multi-million dollar, five to ten year contract for management and operations of geographically dispersed sites in the South involving surface and underground storage of petroleum products. The major business functions are: Finance and Accounting Procurement and Contracts Information Systems Human Resource Management Property Management Internal Audit Major Duties: Develop, implement, and maintain a financial management program, including an accounting system suitable to accumulate, record and report all financial activities Formulate short and long-range budgets Develop, implement, and maintain effective controls of all budgets Develop, implement and maintain an approved procurement system Negotiate prime contract changes Maximize subcontracting opportunities for small business Develop, implement and maintain a Government-approved property management system Manage, operate, and maintain an enterprise-wide computer and information system, including a central network control facility, software/hardware, and cyber security Manage, operate, and maintain telecommunications, teleconferencing, and satellite communication services Develop, implement and maintain a personnel system including recruiting, diversity management, wage, salary and benefits administration, and training and development Conduct internal audit operations, meeting the standards of the Institute of Internal Auditors Establish an audit resolution and follow-up system to track internal audit findings Manage program in compliance with Government policies and procedures Candidate requirement: Education: o Minimum of BA/BS in business, finance or related disciplines o MBA or other advanced degree preferred Experience: o Fifteen (15) or more years experience in business management, including financial controls, for contracts valued at = $100 million/year with = 600 employees (including subcontractors) o Minimum of 5 years experience in each of these business functions: finance, accounting, procurement, contracts administration (prime and subcontract), information systems, human resources management, property management, and internal audit o Program management in support of the Government or a major commercial customer o Oversight for information services on a contract with multiple geographic locales is preferred o Experience working in accordance with 48 CFR, FAR Part 52 (Solicitation Provisions and Contract Clauses), and DEAR clauses (952 and 970 series) is preferred Must be U.S. Citizen Security clearance or ability to obtain one What We Offer AECOM employees around the world enjoy a wide range of benefits and competitive compensation package.
