Ability to Obtain Interim and/or Final Clearances (Post Start) - US Citizenship Required about security clearance definitions Position Description Supports the Information Solutions (IS) programs in a business planning analyst role involving cost and schedule tasks. Conducts analysis of Financial Statements and associated risks and opportunities to provide an understanding of financial performance to both internal and external stakeholders. Develops reviews, analyzes and maintains cost and schedule performance measurement baselines and variance analyses. Defines and communicates cost and schedule trends and quantifies cost and schedule risks. Leads project startup by conducting planning and implementation activities such as work or organization breakdown structure development, responsibility assignment matrix development work package and Integrated Master Schedule (IMS) development. Makes recommendations for program financial and performance improvements. Develops and implements compliance plans. Leads the development of strategic plans and business cases using appropriate financial indices. Leads and integrates the collection and documentation of requirements for training, processes and new tool development. Provides expertise to troubleshoot process and tool issues, determine root cause and recommend solutions. Works under minimal direction. Coordinates and conducts program Estimate at Completion (EAC) and develops summary charts for total program visibility. Prepares and presents schedule, financial and performance data to management and team members. Experienced in material and sub-contractor cost management, analysis and integration of supplier financial data and customer reporting. Technical + Analytical Skills Skill and ability to: collect, organize, synthesize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources with clients, customers and/or suppliers. + Budgeting Estimating Extensive, specialized of budgeting tools (e.g., cost benefit analysis, estimates-at-completion EAC, management estimate-at-completion MEAC ) and estimating techniques (e.g., improvement curve theory, parametric estimates, standard hour estimates, zero-base estimates). + Business Case Analysis Extensive and specialized knowledge of business case analysis to effectively perform functional responsibilities of the occupation. + Forecast Analysis Extensive, specialized knowledge of forecast analysis. This may include, rates (production, overhead, usage), resource staffing, long range business plan, estimates at complete (EAC), company accounting, customer payment schedules, and contractual requirements to develop and maintain forecasts. Basic Qualifications For Consideration Do you have experience in developing an estimate at complete? Do you have experience working with planning and reporting material and sub-contractor financial data? Do you have earned value management experience? Do you have experience setting up performance measurements? Typical Education/Experience Bachelor's degree and typically 10 or more years related work experience, a Master's degree and typically 8 or more years related work experience or an equivalent combination of education and experience. Other Job related information An ability to obtain interim and/or final clearances (post-start) is required for this position - US Citizenship Required or equivalent (Refer to Security Clearance Definitions link above). Requires knowledge of planning and scheduling processes, cost analysis, Earned Value Management System (EVMS) and project management techniques, Enterprise Accounting System (EAS) and Cobra.
