Key Role: C2ISR DMO/LVC Program Manager
The objective is to provide HQ ACC/A8 and HQ ACC/A3 with Advisory and Assistance Services (AAS) support in order to fulfill their mission in an efficient and cost-effective manner. The contract is to provide on-site functional support to ACC/A8TN and ACC/A3TO as they evaluate, develop, implement and administer DMO and LVC training requirements to rapidly enhance the ability of Combat Air Forces to respond to evolving operational taskings and tactics. Specific requirements under this task order will actively support technology analysis, requirements development, and support Major Commands (MAJCOMS), Headquarters Air Force (HAF), System Program Offices (SPO), Joint Services, and Coalition partners as required/directed.
The support shall include but not limited to; establishment of Modeling and Simulation (MS) standards, generation of requirements for Cross Domain Solutions for CAF DMO and LVC training programs, development of capability requirements for Fighters, Bombers, and C2ISR DMO and LVC platforms, integration of F-16, F-15, and Fifth Generation aircraft into Mission Training Centers (MTC), collaboration and interfaces with other Major Commands (MAJCOMS), Headquarters Air Force (HAF), Joint Services and Coalition training partners, and System Program Offices (SPO) for management of simulator/DMO and the Operations Integration (OI) programs, collaboration and interfaces with Functional Area Managers (FAM) in the development of Ready Aircrew Program (RAP) tasking and MTC/DMO requirements, Joint Capability Integration and Development System (JCIDS), Operations and Maintenance (OM), various acquisition activities, logistics and procurement.
Qualifications
Basic Qualifications:
- Bachelor Degree from an accredited university; Graduate Degree highly desirable.
- Five (5) years’ experience on USAF MAJCOM or higher level staff (combination of active duty, government service and/or contractor). Ten (10) years highly desirable.
- Five (5) years staff experience in MS, DMO and LVC. Seven (7) years highly desirable.
- C2ISR Rated experience and knowledge of CAF training requirements; Weapons School graduate highly desirable.
- Five (5) years experienced knowledge to develop, refine, and produce training plans for integrating DMO systems, such as base-level training systems for all ACC weapons systems, as well as the Distributed Mission Operations Network (DMON), Distributed Mission Operations Center (DMOC), Distributed Training Operations Center (DTOC), and Distributed Training Center (DTC).
- Five (5) years experienced knowledge to plan, organize and implement necessary policies, regulations, and directives for the establishment and sustainment of Fighters DMO and LVC assigned programs within Air Combat Command (ACC).
- Five (5) years experienced knowledge to design, plan, prepare, execute, and provide documented assessments of DMO and other combat readiness programs or plans.
- Five (5) years experienced knowledge to support analytical and conceptual studies on readiness and training related efforts and LVC technologies.
- Knowledge experience to participate and collaborate on DMO, LVC, and MS systems in support of various working groups and meetings to develop solutions to integration and interoperability problems and identify training shortfalls.
- Knowledge experience on writing reports with recommendations on joint efforts with other Air Force units, other services, joint commands, industry and coalition DMO and readiness programs.
- Knowledge experience of preparing and presenting high level briefings, BBPs, and Technical Reports.
- Must be capable of producing electronic correspondence and proficient in Microsoft Office (Word, PowerPoint, and Excel) and with excellent analytical, speaking and writing skills.
