Project Time Cost, Inc., an Atlanta based cost and forensic engineering firm is currently seeking a Chemical Processing Engineer Consultant for Richland, WA.
Summary
The Chemical processing engineer consultant responsibilities encompass project baseline development oversight and evaluation support related to the design, regulatory compliance, nuclear safety, constructability, commissioning, operability, and maintenance planning aspects of physical facilities and equipment for a complex nuclear/industrial construction project. The Engineer Consultant must be able to identify, define and analyze construction project baseline scope, cost and schedule adequacy across all engineering, procurement, construction and commissioning phases. The successful candidate is expected to be familiar with complex process design and operational considerations. Knowledge of and direct working experience with nuclear materials handling and processing safety considerations (i.e. criticality, radiological, environmental, containment, etc.) also required. Desired candidate will also have experience in planning, establishing or evaluating complex construction project baseline scope, cost and schedule parameters. Experience with DOE EM site construction, regulatory, and operations environments are highly desirable.
Responsibilities
- Perform comprehensive review and assessment of existing plans for completing design, construction, and commissioning of nuclear/industrial chemical processing facilities and turning them over to Owner
- Identify, substantiate and articulate recommended project baseline adjustments and revisions that would ensure the remaining design, procurement, construction and commissioning activities of construction contractor and key subcontractors can be executed in accordance with applicable contractual, regulatory, and quality assurance requirements for construction and start-up work
- Interact frequently and effectively with the Construction Contractor’s engineering, nuclear safety, and commissioning leadership teams to facilitate open and constructive dialogue addressing the validity of identified baseline vulnerabilities and corresponding mitigation actions to be taken
- Coordinate closely and frequently with baseline review team leadership and affected supporting members to facilitate timely, effective, and well integrated communication of identified issues and corresponding recommendations for baseline adjustment and improvement
- Verify reasonableness or identify vulnerabilities of key historical and all remaining engineering, nuclear safety, and commissioning planning documentation development efforts. Evaluations to include level of detail, resource requirements, duration adequacy, integration and sequencing considerations, and regulatory/owner review and approval process rigor
- Produce execution timelines and deliverable commitments for assigned baseline review and evaluation functions
- Evaluate adequacy and credibility of existing cost estimates for key remaining process equipment design, procurement, and installation and commissioning activities
- Identify, justify and document recommended project improvements in the areas of process design, equipment procurement, constructability, and commissioning execution.
- Work independently or as part of a small baseline evaluation team to improve credibility, accuracy, integrity and reliability of existing project baseline assumptions, performance projections, estimates and schedule. Apply sound process economics analysis principles to determine and document process related baseline vulnerabilities and corresponding recommended adjustments
- Assist in evaluating and ensuring sufficient baseline provisions and plans for establishing and maintaining compliance with Federal and State Environmental Regulations
- Review and assess adequacy within existing baseline design provisions for ongoing evaluation and integration of design principles for operability, maintainability and reliability
Knowledge, Skills and Abilities
- Requires a Bachelor’s degree in Chemical Engineering
- Five plus (5+) years' experience in process, production and/or manufacturing engineering within the nuclear, chemical or petroleum environments
- Proven history of delivering or advising productivity, safety, and environmental improvements for complex capital construction projects
- Strong process and mechanical design, constructability and operational troubleshooting experience
- Experienced in the integration of environmental permit compliance limits within process design
- Ability to be self-directed in managing multiple priorities
- Effective oral and written communication skills
- Ability to work independently or in a team environment
- Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel
- Travel to client offices or job sites as required; certain assignments may require extensive travel
