Chief Finance Officer – 3 year Contract recruitment
The primary focus of this position is the effective management of all financial operationswithin Congress. Responsibilities include provision of all internal and external financialreports, budget preparation and monitoring, and the development of high quality financialsystems and internal controls. The person is this position is expected to provide high levelfinancial advice to Congress Board and Senior Management, and to ensure that all external statutory compliance requirements in relation to financial accountability (including external audit) are met in a timely and accurate manner.
The position will have responsibility for the management of a small team of finance staff and will be required to attend Congress Board meetings and Branch Manager meetings on a regular basis.

Environment
Central Australian Aboriginal Congress (Congress) was formed in 1973 to support and advocate for Aboriginal people in the struggle for justice and equity. Since that time, Congress has expanded to become the largest and oldest Aboriginal Community controlled Health Service in the Northern Territory. Congress now provides a comprehensive primary health care service to the Aboriginal Community of Alice Springs and to outstations within a 100 kilometre radius.

Congress currently employs in excess of 300 staff in Alice Springs and at a number of remote locations in the NT. The current annual operating budget for Congress is approximately $40M. Corporate Services provides a range of corporate administrative and management support services to enable the whole of Congress to function efficiently and effectively within statutory, financial and corporate governance frameworks. This also includes Human Resource Management, Asset Management and Information Technology (IT) Management. The Finance Team comprises a small number of staff and includes the Payroll Officer. KEY RESPONSIBILITIES
1.OPERATIONAL
- Be accountable for the effective administration of the financial management functions of Congress.
- Develop financial policies and procedures consistent with Australian accounting standards and Commonwealth and State funding body requirements to ensure good financial management practices are understood and undertaken throughout the organisation.
- Supervise the Finance Manager in the daily operational accounting requirements.
- Provide high level advice to Congress Board and Executive on current financial status of the organisation at each Board meeting and on taxation, investment and other related issues as required.
- Provide a current and accurate analysis of Congress’ financial situation at each Branch Managers’ meeting.
- Control and be responsible for the implementation of the annual budget cycle process in conjunction with the Finance Manager.
- Constantly liaise with Branch Managers to ensure effective and efficient practices are maintained.
- Provide essential budget training for senior staff as required.
- Regularly monitor finance workflow and workload and recommend changes a necessary to senior management.
- Undertake annual review of financial practices and software systems to ensure they are up-to-date and are working efficiently to meet the needs of the organisation.
- Prepare statutory reports to external agencies in a timely and accurate manner.
- Undertake finance-related research tasks as directed by the Executive.
- Perform other financial management related tasks as necessary.
2. OTHER FUNCTIONS
- Communicate with all Congress staff where relevant on financial issues concerning Congress.
- Participate in organisational planning processes and develop policies and procedures relevant to the finance section.
- Ensure that all external statutory requirements (including funding bodies) in relation to financial accountability (including external audit) are complied with.
- Participate in professional development activities, including at least one seminar annually for senior finance managers.
- Undertake other duties consistent with the classification level of position as requested.
3. ACCOUNTABILITIES
- The Chief Finance Officer is accountable ultimately to the CEO, via the Branch Manager.
- The CFO is expected to provide a high quality, professional and ethical service at all times.
- The CFO is expected to work within strict confidentiality guidelines, ensuring all personnel, client and organisational information is kept secure.
4. CORPORATE SOCIAL RESPONSIBILITIES
- Liaise with a variety of allied Government and Non-Government agencies, representing Congress in a professional manner.
- Act with tact and diplomacy when dealing with information of a highly sensitive nature.
- Always work with an open, honest and transparent focus.
