Chief Finance Officer

Basildon and Brentwood CCG is a new organisation built from 45 committed constituent practices and aligned with the Essex County Council and coterminous with the Borough Councils of Basildon and Brentwood serving a population of 262,000.

The member practices are the building blocks at the heart of our vision to continually improve care by delivering new services in the community and developing a model of clinical engagement that secures major benefits for patients and the public.

The CCG works through its four localities and has been working together in a single entity since March 2012. Successful integration in a matter of months and shared clinical leadership arrangements amongst local clinicians are an illustration of early success on which we intend to build in 2012/13 and beyond.
Basildon and Brentwood CCG is the contract lead with Basildon and Thurrock University Hospital Trust. BBCCG has strong links with Thurrock, Castlepoint and Southend CCG’s, and there are a number of shared staff arrangements in place.

As a member of the CCG's governing body the Chief Finance Officer is responsible for ensuring that the CCG exercises its functions effectively, efficiently, economically, with good governance and in accordance with the terms of the CCG constitution as agreed by its members

Key responsibilities will include:

Working closely with other executive directors and the Governing Body in attaining full authorisation of the CCG

Being the Governing Body's professional expert on finance and ensuring appropriate systems and processes the regularity and propriety of expenditure is fully discharged 

Making appropriate arrangements to support, monitor and report on the CCG's finances


Overseeing robust audit and governance arrangements including managing the relationship with the Essex Commissioning Support Services, or alternative future providers  in their delivery of financial systems and processes on behalf of the CCG leading to propriety in the use of CCG resources


Advising the governing body on the effective, efficient and economic use of its allocation to remain within that allocation and deliver required financial targets and duties


Producing the financial statements for audit and publication in accordance with strategy requirements to demonstrate effective stewardship of public money and accountability to tax payers


Overseeing all financial systems and internal controls , including the development and modification of accounting systems


Deliver on planned QIPP target
maintain relationships with external professional advisers


The person

We are only seeking applications from the best.  You will be a qualified accountant who has experience of board level decision making and be able to demonstrate effective leadership skills and ability to contribute to the strategy and aspirations of a commissioning organisation. A leader first and foremost, you will have a strong track record of engaging with diverse stakeholders, delivering in periods of change, ensuring robust governance and possess the drive and resilience to deal with the challenges organisational transformations bring. 

Senior level commissioning and /or financial management experience in NHS provider or commissioning organisations are desirable.
