GENERAL OVERVIEW:
The VA Maryland Health Care System (VAMHCS) is recruiting for a Chief Nurse Executive who is responsible to the VAMHCS Director for establishing, maintaining and providing oversight for nursing practice and operations across the VAMHCS.

DUTIES:
 The VAMHCS Chief Nurse Executive functions as the senior nurse executive within a centralized nursing service model for a complex, multi-site health care system with five separate Clinical Centers including all levels of care from intensive to home based community. The VAMHCS Chief Nurse Executive functions at an advanced level in nursing administration. She/he serves as the principle advisor to the VAMHCS executive management leadership for issues related to nursing practice including nursing policies, procedures, protocols, as well as the interpretation of local, state, and national regulations. The incumbent is oversees all Nursing Labor and Management Relations. The VAMHCS Chief Nurse Executive is responsible for a centralized nursing service consisting of approximately 950 various types of nursing staff. All VAMHCS executive nursing leadership directly report to the VAMHCS Chief Nurse Executive. The incumbent is accountable for the development, ongoing management and fiscal resolution of the nursing service budget consisting of approximately 95 million dollars. The incumbent is an integral member of the VAMHCS Senior Executive Management Team and participates in the strategic planning, executive decision-making and policy determination and implementation. In addition as a critical member of the Executive Leadership Team, the VAMHCS Chief Nurse Executive has major impact upon administrative and clinical policy, strategic planning and decision making for VISN 5. As a VHA Chief Nurse Executive, the incumbent affects global health care policy, strategic planning and decision making at the national level through participation on VACO national conference calls, tasks forces, committees and other national forums.

The VAMHCS Chief Nurse Executive actively participates as a full member of the: the Veterans Integrated Systems Network (VISN) Executive Team; VISN Clinical Services Team; VAMHCS Senior Executive Management Team; VAMHCS Senior Executive Management Team; Executive Leadership Council (ECL); VAMHCS Executive Council of the Governing Body (ECGB); Executive Committee of the Medical Staff (ECMS); Executive Committee of Administrative Staff (ECAS): and the Resource Management Committee (RMC). The incumbent plays a critical role in the organizational strategic and long-range planning of the health care organization for VISN 5 and the VAMHCS.

The VAMHCS Chief Nurse collaborates with senior executive management in making decisions about health care services, settings, and organizational priorities. He/she works with senior executive management to ensure that policies and practices promote optimum patient care outcomes. The VAMHCS Chief Nurse Executive provides leadership role in the professional community, and governmental bodies that shape health care policy, there by contributing to the development of the health care delivery system and better health care for society.Â

The VAMHCS Chief Nurse Executive has a current and unrestricted license as a Registered Nurse and has a Baccalaureate Degree in Nursing from an accredited School of Nursing. The incumbent has a Masters Degree in Nursing/Nursing Administration or in a related field. A Doctoral Degree in nursing or a related field is preferred. The incumbent has a minimum of 6 years of successful nursing practice including both clinical and administration. This experience includes 3 years of progressive leadership in nursing and patient care services in various settings with broad program mission scope and complexity. The VAMHCS Chief Nurse Executive possesses a high level of professional leadership skills and advanced managerial credentials. The VAMHCS Chief Nurse Executive participates in professional organizations within VHA and the community. Certification by the American Nurse Credentialing Center in Nursing Administration Advanced is preferred.

Your salary and grade will be determined by the Nurse Professional Standards Board (NPSB). The NPSB is a peer review process. The PSB will review your individual qualifications, education, professional training/internship(s) and professional experience to determine the most appropriate salary and grade based on your individual accomplishments.
