Position Overview: This position serves as a Civil Engineering Technician 2 in the Photogrammetry and Remote Sensing section within the TERG Geospatial Services Department.  The Geospatial Services Department is responsible for providing Geospatial support in the maintenance, operation and development of new facilities.  This position involves office work in the Vancouver, Washington, Van Mall complex.

 

Position Responsibilities include but are not limited to:  Performs a variety of assignments within the subject-matter or functional area assigned.  Assignments may relate to the engineering design and analysis for all types of facilities on the client’s system.  Plans, organizes, and executes limited projects involved in engineering design and analysis, requiring the solution of both design and operations problems.  Provides advisory and technical services on substantive functions and practices.  Develops innovative methods, approaches, or procedures.  Identifies, evaluates, and recommends appropriate solutions to resolve complex interrelated problems and issues.  Formulates and presents findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. 

 

·            Plans, organizes, and executes limited projects involved in the engineering design and analysis for all types of facilities on the client’s system.  Identifies and defines critical engineering design parameters, selecting and recommending design methods, monitoring the technical approach, and reviewing the final design.  Assigned design projects require the solution of both design and operations problems.  Performs design work for complex capital projects based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources. Adapts standard guides and designs to assigned projects.  Produces new designs, as needed, when standards do not cover the project situation.  Provides leadership in the development, upgrade, and application of design templates, standards, and guidelines, as appropriate.  Anticipates design problems that may arise and participates in the development, evaluation, and implementation of alternative solutions.

·            Completes and produces comprehensive final design packages for assigned projects, including final detailed design drawings and all other documents. Makes extensive use of the Computer Aided Design Systems (CADD), PLS-CADD, LiDAR point cloud software and other computer methods and applications for analysis, design and design document production and reporting.

·            Performs a comprehensive review of finished work products and geospatial data records to ensure completeness, accuracy, and conformance to project requirements, design practices, standards, and quality objectives.  Analyzes factors leading to errors and makes recommendations for corrective action.

·            Consults and coordinates with other organizations within client’s organization relative to specification matters. Arranges and often chairs conferences with client personnel to effectively receive or dispense information while resolving conflicting opinions, pressing for solution, effecting necessary compromises, and summarizing conclusions which are then recorded in memoranda and workflow tracking systems. Prepares and processes specification change requests as needed.

·            Insures the specifications are in accordance with policy and regulations, and are technically correct. This requires application of engineering knowledge in several technical disciplines. Specification writing involves integration, coordination and review from a technical standpoint of concise detailed descriptions of work methods, procedures and precautions for work to be performed. The incumbent must keep abreast of design developments and construction techniques.

·            Reviews for compliance with applicable the client and industry standard technical specifications.

·            Ability to represent design functions on internal cross functional teams.

·            Creates, updates, and revises design and engineering records and databases.  Maintains data quality and prepares and verifies data models.

·            Provides technical support to design engineers, project managers, and other technicians. 

·            Develops, prepares, revises, and distributes design drawings and engineering technical documents and data bases to support transmission line, fiber optic, and wireless projects or other assigned work on various computer platforms including MicroStation CADD and PLS-CADD. Updates and maintains, as necessary, existing hard copy design drawings in the files of Transmission Engineering, and converts existing hard copy drawings to electronic versions on the MicroStation CADD and PLS-CADD systems as required.  Obtains drawing and/or design files as needed to complete assigned work.

·            Enters data into computer and/or CADD files that can be used for the design of facilities.   Verifies data for completeness and accuracy.  Reviews and checks work of contract service providers for accuracy and adequacy.

·            On assigned projects, represents the group at project meetings.  Reports status, scheduling, and other project issues.  Coordinates work effort with project managers and other organizations.  Provides technical support and guidance to other technicians.

·            Analyzing topographic aerial (LiDAR) survey data sets for completeness and accuracy.

·            Archives and maintains LiDAR, Imagery, and PLS-CADD data files.

·            Produces PLS-CADD models of existing or proposed transmission lines.

·            Analyzes transmission lines for possible impairments caused by trees, high brush, and other field condition attributes.

·            Produces safe tree height reports.

·            Manipulates LiDAR data and PLS-CADD files for multiple engineering applications.

·            Utilizes multiple computer software applications.

·            Performs other duties of comparable level as required.

Position Requirements:

·            Five to nine years of experience which provides similar knowledge, skills and abilities is required.

·            Bachelor’s degree in Civil Engineering or a related field is preferred. 

·            Expert knowledge of PC operating systems and MS Office suite is required (including MS Office 2010)

·            Experience working with of PLS-CADD and MicroStation/CADD software platforms is desirable.

·            Expert knowledge of geometry and coordinate systems is required.  A working knowledge of surveying principles, image processing, remote sensing and GIS is desirable. 

·            Must possess the ability to master multiple computer software programs, working independently and organize and prioritize assignments. 

·            Must be skilled in written and oral communication, establishing and maintaining working relationships, and working as a team member.
