SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:

To serve as a senior professional civil engineer, performing project management duties in support of design projects, construction projects, and facilities maintenance efforts for military / commercial / industrial / institutional sectors.

 



ESSENTIAL DUTIES JOB FUNCTIONS:


·
        


Acts as the OPR (office of primary responsibility) for projects assigned to insure programming requirements are complete, design requirements are complete, funding coordination is complete in order to deliver a complete project, ready to advertise for construction contract award.

Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering systems.
  Applies experienced judgment in researching, developing, and preparing conceptual designs and quantitative criteria, cost estimates, and time schedules for large and complex facilities and utility systems projects.
  Develops and compares alternative layouts or designs which utilize equipment of various kinds and capabilities in diverse physical arrangements.
  As a senior engineer/project engineer, manages a project design team for large multi-phase facility and utility projects.
  Provides guidance to team members, monitors their progress throughout the project, and gives input to supervisors on performance.
  Conducts and/or participates in design review and progress meetings.
  Maintains current civil engineering data for assigned projects.

Serves as an civil engineering consultant on all civil design aspects of assigned projects.
  Provides professional consultation on a wide range of civil engineering issues and problems.
  Provides advice to requesting organizations.
  Interfaces with contractors, NAVFAC / USACE, architect and engineer (AE) firms, and contracting officers / customers to resolve unforeseen problems during design, identifies regulatory constraints, and facilitates the exchange of information to expedite work.

Coordinates the preparation of and reviews AE statements of work (SOW).
  Provides standards and criteria for specialized, difficult, or unusual project requirements.
  Reviews preliminary and final engineering plans, specifications, and cost estimates of AE firms or other government agencies to ensure design excellence and compliance with specifications.
  Serves on AE boards and acts as the technical representative to the contracting officer in negotiation and administration of design contracts.
  May be involved in construction contract source selection boards.
  May act as a technical expert for the contracting officers / customers on dispute claims resolution for contract work.

Coordinates projects with engineers in other disciplines or with architects. Applies knowledge of other disciplines to determine coordination effort required to address various design considerations.

Keeps abreast of emerging technologies for programmed development. Uses computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work.
  Keeps current on relevant software applications.

Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
  Observes that federal, state, and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities and infrastructure.

Provides technical guidance and limited supervision to junior civil engineering personnel when required.
