Job Description AECOM is seeking an individual to fulfill a Communication Administrator position for the Air National Guard GeoBase program, located on-site at Joint Base Andrews in Maryland. This position will report to the Operations Manager and will develop and provide a comprehensive training program related to geospatial systems and implementation within ANG. The training program will provide overall general awareness of the geospatial capabilities provided by the ANG GeoBase program as well as detailed hands-on type trainings. This position's primary responsibilities include, but are not limited to: The contractor will manage expectations of the ANG GeoBase training program, including the level of familiarization that students will receive from lecture and hands-on training. Develop, maintain and provide a Fundamentals of GeoBase training support to ANG wing/unit and contingency operations personnel in conjunction with the AFCESA Career Training Manager including: Introduction to GIS Introduction to GPS Introduction to ArcGIS ESRI Software Use of Trimble GPS hardware to acquire and validate data The contractor will coordinate training dates with unit personnel and will be responsible for travel and logistics set-up as well as all training preparation procedures to be carried out prior to training such as gathering and managing shipment of training material and equipment from the Regional Coordinatorrsquo;s home station to unit receiving training. The contractor will track participant enrollment, completion of training course, and provide certification to students. Develop programs for follow-on type training. This training will be developed to be executed at the ANGRC, Home Station, RTS and CRTCs. This training will initially account for, but not be limited to advanced training for students receiving prior training. Develop additional courses as needed for all ANG functional, which will provide geospatial capabilities training and training for development of Mission Data Sets (MDSs) for the various layers of geospatial data. Maintain web content related to all training and education activities Identify, contact, establish, and maintain good working relationships with key resources within external DoD agencies Work with all members of the ANG GIO team to identify improvements and enhancements to business processes Specific to the 3E5X1 career field, the Communication Administrator will: The contractor will fulfill GIS and GPS core task training requirements as defined in the current 3E5X1 Career Field Education and Training Plan (CFETP) and will be responsible for the development, improvement and maintenance of GeoBase training materials accordingly. The contractor will track and maintain training status of locations and units. Provide instruction to students to deliver an understanding of the USAF GeoBase program, the role the Engineer Assistant plays in Expeditionary Site Mapping as well as the objective of the ANG GeoBase program. Work directly with the System Administrator to ensure the inventory of GPS and GIS equipment and will track unit receipt of equipment as well as software registration information. The contractor will provide continuous technical support to the units regarding both hardware and software issues and will be responsible for the delivery of advanced training exercises to assist in the further development of GeoBase skills. Work directly with the Garrison Manager to ensure the development of GeoBase data at 5 ANG Regional Training Sites (RTS) and will help the ANG GIO develop a training program to be setup at the RTS for GeoBase training conducted away from home station. Act as liaison between the ANG/GIO, NGB/A7X, AFCESA and the Air Force Center for Environmental Excellence (AFCEE) and interface with organizations such as Trimble, AFIT, Fort Belvoir and Fort Leonardwood to ensure awareness of existing training opportunities. Recommend and implement (as needed) the development of sustainable training media such as CD-ROM, web based, and Trimble KNET training. Work directly with the Mission Support Manger, Garrison Manager, and Operations Manager to assist with providing solutions for program capabilities relating to GeoBase in a contingency environment Work in conjunction with the USAF GeoBase Education and Training Manager, AFCESA Career Field Training Manager, and MAJCOM GeoBase representatives to develop training curriculums which implement GeoBase and GPS technology instruction throughout the USAF Coordinate and schedule GeoBase training events, including logistics such assigning a trainer, ordering training materials, developing certification, and determining training locations Report current unit training status and training conclusions/recommendations Evaluate and promote the development of supplemental training medium such as satellite broadcast, Web-based, and computer based training Provide GeoBase education and skill training support to maximize GeoBase capabilities within home station wing/unit and contingency operations Provide continual interface with various training organizations such as Trimble, ESRI, AutoDesk, US Air Force Academy, ANG Lightning Force Academy, AFIT, Fort Belvoir, and Fort Leonardwood to ensure exchange of ideas and awareness of existing training opportunities Manage ESRI Virtual Campus training course codes and course completion Build and manage a GeoBase sustainment training program at ANG Regional Training Sites Provide continuous support to ANG Regional Managers regarding training and equipment issues Populate and manage ANG GeoBase Training Community of Practice on AF Portal Populate and manage ANG Training Knowledgebase Participate in ANG GeoBase Education and Training Subcommittee in effort to develop new GeoBase training courses and education programs Communication and Outreach Management Develop an ANG GeoBase awareness program to be delivered ANG wide Ensure ANG GeoBase communication mechanisms are maintained on a regular basis ( i.e., ANG GeoBase CoP, ANG GeoBase Knowledge Center) Prepare and deliver ANG GeoBase informational devices (i.e., newsletter, status reports) Required: BS/BA in computer science, geography, geographic information systems, or related field At least three (3) years of experience in geospatial technologies implementation and development with two (2) years proven experience managing geospatial technologies projects.
