The current vacancy exists at the Maryland Aviation Administration (MAA) in Anne Arundel County, MD.            The eligible list produced from this recruitment will be used to fill this position only.

 

                                         

DESCRIPTION:   The Communications Systems Administrator will work at The Office of Technology (OT) in the Telecommunications Division at the Maryland Aviation Administration. The Division is responsible for all communication systems engineering and maintenance services which include: Enterprise Land Mobile Radio (ELMR), Passenger Communications Systems, Telecommunications Systems, Wireless Equipment and Services and Premise Distribution Systems for the MAA including BWI, and Martin State Airports.  The employee in this position will be fully responsible for administration, management and maintenance of MAA’s Passenger Communications Systems including tenant and emergency communication systems, Digital Voice recording system, Crash Notification System and Emergency Telephones. The employee in this position will be responsible for specification development, systems administration/repairs, contract supervision/management and disaster recovery and restoration of MAA’s mission critical Passenger Communications equipment, systems and network. The employee will also be responsible for enforcing OT-IT technical standards. Duties will include developing and monitoring the MAA’s Passenger Communication systems, coordinating technical issues with contractors, and facilitating the recovery and continuity of communications systems, which support MAA business and Emergency Operations. The employee will receive general direction from the Division Manager of Telecommunications. Employees may be required to lift equipment, wear protective clothing and safety equipment, and may be exposed to high noise levels from aircraft.  The employee in this position is considered essential and is subject to call-in twenty-four hours a day, 7 days week availability.  The position is essential for emergency operations that may involve adverse events such as natural disasters, technological failures, human error or terrorism.

MINIMUM QUALIFICATIONS:

 

 

EDUCATION:             Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology-related field to include course work in local or wide area computer networks.

                                   

EXPERIENCE:           One (1) year of experience planning, integrating and maintaining software and hardware for local or wide area Telecommunications networks, six (6) months of which must have involved strong technical experience developing, monitoring, and maintaining communications systems such as: Telephone Communication Systems  (NEC 2400 IPX or NEC SV 8500) (required, manufacture certified preferred), IED Paging and Notification Systems, NICE Digital Voice and Radio recording, and Forum Crash Notification Systems (desired).*

Notes:      1.     Thirty (30) credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, or other information technology-related field to include coursework  in local or wide area microcomputer or minicomputer networks may be substituted for the required education.

 

                      2.  An additional year of experience planning, integrating and maintaining software and hardware for local or wide area microcomputer or minicomputer networks may be substituted for the required education.

        

                  3.  Completion of a certification program in Network Engineering or Internetwork Routing, such as Certified Novell Engineer (CNE), Microsoft Certified Systems Engineer (MCSE) or Cisco Certified Internetwork Expert (CCIE) or equivalent certification program, may be substituted for the required education.

                                                                                                                                                       

LICENSES, REGISTRATIONS, CERTIFICATES AND SPECIAL REQUIREMENTS:

 

1.   Employees in this classification are assigned duties which require operation of a motor vehicle.                                   Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland.

 

2.      Candidates appointed to positions in this classification must maintain a National Incident Management Systems (NIMS) and Security Sensitive Information (SSI) Certificate as a condition of employment              (within 60 days of employment).

 

3.      Maryland Aviation Administration employees who are hired into this classification/position and employees currently in this classification must pass the background checks required by the Transportation Security Administration (TSA) and Federal Bureau of Investigation (FBI) prior to their hire/ appointment date.  Background checks will be in accordance with all applicable State and federal laws, rules and regulations.

 

4.      Employees who are hired into this classification/position and employees currently in this classification must maintain MAA RED security badge with a Customs access seal, Escort, vehicle operator and power gate endorsements as a condition of employment.
