Essential Job Functions
Monitors El Paso County's compliance with federal, state and local laws and policies related to the Fair Labor Standards Act (FLSA), including the Wage Hour section of this Act.  Works closely with Payroll, County human resources liaisons, supervisors and others to resolve any issues with regard to time reporting.  Administers the County's job classification system to include reviews, drafts and/or rewrites existing job descriptions; classifies jobs and determines appropriate pay bands.  Provides recommendations on exemption status. Reviews and approves requests for payroll actions prior to submission to Payroll to ensure compliance with accepted standards and contain all relevant information.  Interfaces with County's human resources liaisons to resolve any discrepancies or errors.  Maintains and updates the compensation plans to include in-depth and detailed market analyses.  Applies pay analysis techniques, criteria and methods.  Conducts salary surveys and prepares recommendations to senior management.  Participates in multi-county salary surveys; stays abreast of current compensation trends in public and private sectors; analyzes, summarizes and makes recommendations to management regarding the County's competitive position in recruiting and retaining talent.  Maintains and updates the County pay-for-performance program to include:
maintains guidelines and parameters; provides consultative services to departments as requested.  Maintains and updates written pay-for-performance policies and procedures as they relate to the County's compensation approved structure.  Gathers and analyzes data and converts data to meaningful management reports intended to provide alternatives and recommendations on various compensation issues or questions. Researches and assists with updates for the compensation-related sections of the County's Personnel Policies and Procedures Manual.  As a content expert in the area of government employment and compensation administration, represents and participates on committees/teams on behalf of the EBMS division.
Minimum Qualificiations
Bachelor's degree in business, management, human resources or a related field. Five (5) years of progressively responsible human resources generalist experience preferred. Experience designing, implementing and maintaining complex, multi-level compensation programs for a broad range of employee classifications. Excellent analytical skills, math aptitude and ability to apply statistical analysis to data sets. Strong interviewing skills used to obtain job-specific information from subject matter experts required.  Prior experience interviewing a wide range of employees, supervisors and managers to determine the exact nature of job responsibilities and the prerequisites for successful job performance desired. Exceptional interpersonal communications skills required.  Ability to communicate effectively, build trust and resolve differences through mutual problem-solving. Extensive experience with Microsoft Word, Access, Excel and Power Point; able to translate figures into diagrams, graphs and other visual representations of data for use in presentations to a variety of audiences. Ability to work independently with minimal direction from management. Experience representing one organization to another with tact and diplomacy.  Ability to manage and coordinate projects and priorities involving multiple personnel and resources. Ability to work independently or as part of a team, consistently communicating well with others.
