Job Requirements
- At least a Bachelor’s Degree in any specialization. Legal qualification or other professional qualification (or commensurate practical experience) will be an advantage
- Sound understanding of the Energy markets in which Shell Trading operates and the instruments it trades
- Sound understanding of current and new regulatory proposals and how these impact Trading
- Good track record in leadership and implementation skills
- Strong written and verbal communication skills
- Prioritize and work to tight deadlines in a fast moving business
- Project Management skills will be an advantage
- Capacity to challenge senior leaders and influence effectively whilst remaining commercially focused
- Strong relationship and influencing skills
- Good understanding of the Energy Commodity Trading Venues, e.g Nymex, ICE, DME, Imarex
- Understanding of the Rules and Regulations of the various exchanges including concerns on market abuse, speculation, dominance, amongst others
- Knowledge and understanding in Compliance and Regulatory risk
Job Responsibilities
This role includes compliance policy responsibility for SIETCO which is the largest Oil Trading firm in Singapore, and also act as the liaison with the regulators in the East
Responsibilities includes:
- Maintain oversight of regulatory and compliance developments in East, working with the various Legal teams based in the different countries for the East.
- E ensure that Shell Trading is appraised of East regulatory developments and advice how these impact Shell Trading
- Build effective relationships with relevant regulatory agencies and industry bodies in the East
- Play a leading role in safeguarding the interests of Shell Trading in the development of regulatory policy
- Help formulate the regulatory compliance framework for Trading in the East
- Help steer the development of compliance systems and controls adopted by Trading in the East
- Assist in the formulation, implementation, review and updating of compliance policies, documents and manuals in light of current, new and evolving regulation and market practices
- Contribute to the development of appropriate indicators and MI to gauge the effectiveness of the compliance framework and control systems for the East
- Provide effective Governance, Risk and Assurance (GRA) services for the East. This includes providing fit for purpose Manual of Authorities (MOA) advice for Shell Trading entities in the East and advice related to Control Incidents/Control Learning events with London GRA to ensure alignment
- Oversee the provision of Compliance Training for Trading staff in the East
- Provide advice on Code of Conduct matters including Conflict of Interest, Gifts Hospitality, Anti-Trust and Export Controls matters
- Deputize for Compliance Officer East on compliance matters generally
- Work with the Global Compliance teams in Europe and Houston to implement a consistent approach to Compliance embedding
- Understand business business strategy and the compliance risks faced
- Maintain an awareness of the regulatory environment and change and the impact on the business
- Assist the Compliance Officer, Europe as required to further embed Compliance in the organization and test understanding
- Embedding core compliance documentation including the Compliance Manual, compliance policies and departmental procedures
- Input into the development of dashboard reports and MI reports for use of the team and periodic dissemination to the compliance committees and senior management
- Input into departmental risk assessments and planning exercises and ensure results are properly reflected in compliance policy
- Assisting the Shell Trading businesses in implementing a robust compliance programme and risk based controls to regulatory requirements and Group standards
- Work with the KYC team in London for clearing of counterparties for the East
- Work with the regional regulators to understand and where necessary to update the procedures
- Work with the Shell Trading investigations team and/or Business Integrity department, for investigations involving Trading
- Monitoring the regulatory and compliance environment over the geographical spread, at a time of unprecedented change and political scrutiny
- Delivering effective compliance services as the business goes through significant organizational growth and change
- Building effective stakeholder engagement
- Providing a clear and consistent compliance steer for Trading while taking regional requirements into account to meet business variations
- Building shared vision of the role and the trading compliance organization. Ensure other teams in which have compliance accountabilities and responsibilities are aligned
- Working across subject matter teams to ensure compliance targets can be achieved
