Summary
Project Time Cost, Inc., an Atlanta based international project management and construction management; cost and forensic engineering firm is currently seeking a Construction Manager in Richland, WA.
The Certified Construction Manager responsibilities encompass oversight and evaluation support related to the design, planning, and execution activities required for in-process construction of complex nuclear/industrial facilities. You must be able to identify, define and analyze construction project baseline scope, cost and schedule adequacy across the key engineering, procurement, construction and commissioning phases. Specific baseline evaluation emphasis will be in the areas of equipment procurement, commodity purchase and installation planning, historical construction craft performance analysis, multi-trade construction craft coordination and future planning, component release and field change interactions with project engineering organizations, construction subcontracting support, sequencing and scheduling of construction execution, construction critical path monitoring and management, and coordination of start-up planning and execution with project commissioning organization. Desired candidate will have experience in network scheduling, reverse-phase planning, and resource loading for the full range of construction activities required for complex construction projects.
Responsibilities
- Identify, justify and articulate recommended baseline adjustments and revisions that would ensure the planning and execution activities of construction contractor and subcontractors can be performed in accordance with applicable contractual, regulatory, and quality assurance requirements for construction work
- Review and evaluate existing scheduling, estimating and budgeting information for adequacy to successfully meet established deadlines for completion of projects
- Interact frequently and effectively with the Construction Contractor’s construction leadership team to facilitate open and constructive dialogue addressing the validity of identified baseline vulnerabilities and corresponding mitigation actions to be taken
- Coordinate closely and frequently with baseline review team leadership and affected supporting members to facilitate timely, effective, and well integrated communication of identified issues and corresponding recommendations for baseline adjustment
- Verify reasonableness or identify vulnerabilities of all construction planning documentation, construction execution scope and durations, construction sequencing, construction planning level of detail, identified manual and non-manual construction resource requirements, and field change review and approval process rigor
- Evaluate adequacy of planned progress monitoring and communication tools including cost and schedule performance, earned value and other project controls reporting metrics, technical issue tracking and closure, design configuration control, document control, and change control as relates to the construction planning and execution phases of the construction project
- Evaluate construction contractor’s procedures, processes and projected frequency for issuing, controlling, and dispositioning field changes/reworks identified during construction. Validate adequacy of cost and schedule baseline to accommodate reasonably projected quantities of field changes
Knowledge, Skills and Abilities
- Certified Construction Manager (CCM) through The Construction Management Association of America
- Bachelor's degree from an accredited university in construction science, construction management, or engineering or equivalent experience (a minimum of 15 years of construction experience in a management role)
- Fifteen plus (15+) years of construction management, project engineer, or start-up experience
- Ten plus (10+) years of experience on large scale commercial and/or government nuclear/industrial construction projects
- Experience with contract administration, specifications, project controls including estimating, scheduling, budgeting, forecasting of several large infrastructure construction projects
- Must have experience with the development of site planning, design/build construction methods, construction materials, value analysis, accounting, business and financial management, safety, building codes and standards
- Excellent oral and written communication skills
- Must be able to establish a good working relationship with many different people, including construction project owners, other baseline review team members and managers, construction contractor management teams and available consultants.
- Extensive experience with MS Office software
- Extensive knowledge and experience with Primavera Scheduling Software
