Duties and Responsibilities:

Required Skills:

1. Coordinate new space requirements with Space Management Units to understand the size, location, access, security requirements, and other requirements for new real property acquisitions. Knowledge of standard space management practices and techniques to assist the client in developing space requirements, layouts, designs, and procurement schedules.

2. Planning, coordinating, and leading leased asset projects from concept, through acquisistion, execution and to closeout. Report to client leadership on a regular basis on the status of project and capable of briefing in front senior government officials. Comfortable leading matrixed teams both government and non-governement during the procurement process.

3. Fundamental understanding of the construction project life cycle for leased assets including negotiating tenant improvement package, managing contractors, budget formulation, and indentification of risk factors.

4. Prepare documentation, staff for review and approval, and maintain responsibility through the entire project life cycle. Maintain files to ensure all critical documents are stored correctly and accessible for auditing purposes.

5. Possess an understanding of financial terms of leases with a strong understanding of lease financing. Key areas include amortization of tenant improvements, rental rates, and operating expenses.

Desired/Preferred Skills:

6. A working understanding of the construction build-out process for leased assets. Adept at working with estimators, construction Project Managers (PMs), and building owners and developers, to structure the tenant improvement package in accordance with the client’s financial and technical requirements.

7. Able to review and evaluate proposals from building owners, contractors, and developers and provide recommendations to senior management on best course of action. With assistance of construction project manager and technical team members incorporate technical evaluation in to overall assessment.

8. Capable of providing qualitative and quantitative analysis of disparate real estate assets in less mature markets – e.g. building with extensive tenant improvements required and low rental rate vs. little tenant improvements required, quick move-in, but higher rental rate.

Education Requirements:
9. Bachelor of Science Degree, preferably in Finance, Accounting, or Engineering. Industry experience in Federal Real Property work, direct experience as a realty specialist, or real property work at a Federal Agency or at GSA is an acceptable substitute for the education requirement.
