Schedule Engineer -

This position manages a broad range of projects; works with project management staff to ensure the project’s objectives are met; and, develops tracks, analyzes and reports project cost and schedule deliverables associated with construction or maintenance projects and activities. On large or multiple projects, this position will not only perform all tasks related to deliverables but will manage others who also perform these tasks.

ESSENTIAL FUNCTIONS:

•Understand, practice and continually lead by example Doyon Government Group’s commitment to zero incident safety and environmental culture.

•Provide project control support to the project management team which may include project estimating, cost reporting, scheduling, material ordering and receiving, invoice preparation and tracking, account reconciliation, project status reports and various project related activities.

•Provide advice and direction to project team that may be comprised of internal and external service providers including but not limited to Project Managers, Business Development, Engineers, Operations, Contracts and Clients.

•Work with a cross-functional team with tact, courtesy and professionalism.

•Determine cost and schedule trend variances, inform project management of potential problem areas, and recommend solutions to cost and schedule impacts and delays.

•Ability to analyze, interpret and report financial, cost and schedule information.

•Ability to recognize significant variances, trends, and irregularities and take or suggest corrective action.

•Report and analyze project progress using earned value analytical tools.

•Collect data, inputs, update and produce standard management reports, Actual vs. Budget and/or Forecast.

•Research unexpected items and resolve inaccuracies.

•Attention to detail, accuracy, completeness and meeting deadlines and commitments.

•Work with the project management staff to ensure that the timelines and/or objectives of the project are met.

•Excellent time management and organization skills and ability to manage competing priorities

•Accurately communicate status of cost and schedule trends, goals and objectives to project management and clients.

•Implement and maintain cost and schedule procedures and reports.

•Evaluate and forecast cost and Work in Progress.

•Creates, reviews and maintains project schedules to determine project sequences, lead times and progress.

•Determines the cost of all construction and maintenance activities including labor, equipment and materials.

•Prepares Internal Cost Reports. Analyzes and evaluates variances from budgets and communicates to project and corporate management.

•Review project schedules and communicate trends to project and corporate management.

•Consistently demonstrates skills in handling assigned activities, teamwork, communications, handling of client's needs, and problem solving.

•Assists in controlling expenditures to allow projects or activities to remain within budget limitations.

•Prepares interim and final cost reports.

•Participate in front end planning of major projects.

•Other duties as assigned.

COMPETENCIES:

•Technical – Excellent understanding of contracts and ability to track costs and schedule activities in accordance with contractual requirements. Must possess basic understanding of upstream, midstream and downstream projects. Understand overall basic terminology of a project’s principle practices and concepts, project cost forecasting and budgets. Strong proficiency in Microsoft Office applications, including but not limited to Outlook, Word, Excel, PowerPoint, Primavera software including P3e. Familiarity with and general understanding of how corporate policies, procedures, practices and processes relate to the petroleum and natural gas industries, associated business units, and internal and external customers. Experience with rate structures, including time and materials, unit rates and lump sum. Experience with labor, material and equipment pricing and use of estimating techniques. Prepare proposal documents, including pricing, qualification information, technical and commercial clarifications, schedules and other supporting information as required by the Project Manager

EDUCATION and EXPERIENCE

•College degree in accounting, finance, construction management, engineering or related and equivalent experience.

•Minimum 7 years experience in cost and scheduling.

•Experience with Primavera software is required.

•Government construction experience is required.

•LANGUAGE SKILLS

•Ability to read, analyze, and interpret financial data, general business periodicals, professional journals, technical procedures, and governmental regulations.

•Ability to write reports, business correspondence, and procedure manuals.

•Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

•Ability to effectively communicate verbally and in written form.

COMPUTER SKILLS

•Must have strong skills working with Microsoft Word, Excel, Primavera software including P3 and Windows XP.

MATHEMATICAL SKILLS

•Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.

•Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY

•Ability to define problems, collect data, establish facts, and draw valid conclusions.

•Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
