Consumer Compliance Bank Examiner – Financial Institution Supervision recruitment
Overview
Compliance Examinations conducts specialized supervisory activities at state member banks, bank holding companies, and certain U.S. Branches and agencies of foreign banks to determine compliance with consumer protection laws and regulations including the Community Reinvestment Act (CRA). The department also investigates consumer complaints filed against state member banks
Responsibilities
- Conduct supervisory activities to determine banking organizations' compliance with regulations and statutes related to consumers including fair lending and CRA
- Assess compliance risk management programs and practices, internal audits and internal controls
- Identify, assess and address highly complex supervisory issues and risks and make recommendations for improvement
- Analyze consumer complaints against member banks
- Perform risk focused examinations, present findings as well as prepare reports and workpapers that support exam findings
- Conduct formal training on consumer compliance regulatory topics and act as a mentor for less experienced staff members
- Communicate findings to FRBNY and bank management; and
- Participate in department and system-wide task force committees and make recommendations related to supervisory/regulatory practices, polices, and proposals.
Skills
- Bachelor's Degree
- Broad knowledge of retail banking deposit and lending operations and their related consumer banking laws, regulations and policies including CRA and fair lending, with the ability to apply and explain complex regulatory concepts
- Exceptional critical thinking skills, including the ability to assimilate new information, make sound decisions, manage multiple tasks, and assess compliance risks, risk controls and compliance risk management programs
- Proven team player with the ability to earn the trust and respect of colleagues, and to build collaborative relationships
- Strong negotiation, influencing and organizational skills
- Excellent written and oral communication skills
- Solid leadership skills and the ability to manage a team of examiners during supervisory activities and ability to provide candid and meaningful performance feedback
- Flexibility to adapt to new situations and work sites, including ability to travel overnight throughout the Second Federal Reserve District and to other Federal Reserve Banks as needed
- Commitment to a structured training program leading to Bank Examiner 'commissioning'
- Certified Regulatory Compliance Manager (CRCM) designation strongly preferred
- Commissioned Bank Examiner from a Banking Regulatory Agency with a minimum of 3-5 years consumer compliance specialty experience strongly preferred; and,
- Consumer regulatory compliance experience with a minimum of 3-5 years working in a compliance department/role or as a compliance consultant within the financial services industry strongly preferred
This position requires access to confidential supervisory information, which is limited to 'Protected Individuals' as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, U.S. permanent residents who are not yet eligible to apply for naturalization, and U.S. permanent residents who have applied for naturalization within six months of being eligible to do so.
