Participates in and/or conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract management and fulfillment in accordance with company policies, legal requirements, and customer specifications, terms, and conditions.

Assists with the preparation of bids and proposals; processes specifications, progress, and other reports;advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
Manages all contract activity for major projects. Travel to various project sites may be required, either before the contract receives final approval or during the life of the contract.
Develops solutions to business problems of unusual complexity that may require a high degree of ingenuity, creativity, and innovativeness. Challenges are frequently unique and solutions may serve as precedent for future decisions.
Works under program management and functional area consultative direction toward long-range goals and objectives.

Assignments are often self-initiated and self-supervisory.

Decisions affect the financial, employee or public relations posture of the organization and erroneous decisions or recommendations could normally result in failure to achieve goals critical to the major objectives of the organization.
Serves as prime management consultant and face to the customer for the organization on highly significant matters relating to policies, programs, capabilities, contract compliance, and long-range goals and objectives.
Assists Human Resources with recruiting and staffing logistics, employee orientation, development, and training, and performance management and improvement systems.

Must possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.

Collaborates with senior management to ensure proper support in proposal preparation, as well as contract negotiations and administration.

Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy.
Negotiates the more difficult, complex, or sensitive issues with clients.

May represent the Company at government procurement regulatory and policy-making committee hearings and at industry association committees dealing with Federal Procurement Policy initiatives that will have an impact on the industry.
Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.
If assigned direct report personnel, provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. Makes staffing assignments and reassignments as Company and project needs arise. Recruits, interviews, and evaluates prospective employees. Hires, offers personnel develop ent, conducts performance evaluations, counsels, takes corrective action as required, and recommends terminations for upper management consideration. Ensures that new employees

receive orientation in company policies and procedures.

Participates in and assists with strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.).

Must possess Bachelor's degree from an accredited college in related discipline with 7 years or more of professional experience; or 5 years of related experience with Masters degree.

Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts.
The position requires a broad background of experience in all aspects of contracting including, International,
ITAR, Commercial, and U.S. Government. Considered an expert, authority in discipline.
